To answer your question, it would depend on the text of the feat. If it says Dex replaces strength, then it would be a big no. However if it simply says it adds dexterity bonus as damage then yes, it does.
Sounds like a big, fat "No," then.
Devish dance: When wielding a scimitar with one hand, you can use your dexterity modifier instead of your strength modifier on melee and damage rolls.
Strictly speaking Flame Blade is by no means a scimitar, thus none of the Dervish Dance stuff would apply.
However I do think you could use dexterity in place of strength to hit, but not with the damage. The spell forbids strength to damage, thus neither would the dexterity apply, as it emulates Strength in this case.
Does the dex bonus to damage from the Dervish Dance feat (which allows you to apply your dex bonus to attack rolls/dmg rolls with a scimitar) apply to Flame Blade's damage (which is treated like a scimitar, but does not get strength bonus to damage due to it being immaterial)?

By the rules, no.
By the rule of cool (flavor trumps all), yeah, I'd allow it. I'd also allow the Qadira Companion Trait (Flame of the Dawnflower) that gives +2 fire damage on a crit to a scimitar user to also apply to the 'scimitar' from a flame blade. Again, 'cause it 'feels right.'
The Feat Dervish Dance can be found in that book behind the link. It's also a class ability like Koriatsar mentioned, but in this case were most likely talking about the feat.
