It exists. Epic level.
Or, take a level or two in Tempest. Get the same thing.
Worth it? Probably not. 4th attacks don't hit all that often, esp with the -2 kicker. When you get truly massive hit %, worth picking up. The average chance of a 4th attack hitting something is usually under 25%.

It exists, called Perfect TWF in the 3.0 Epic Handbook. It was poorly worded and lead some to believe it doubled all attacks.
