Presenting One-Eye (no relation to the Order of the Stick character of the same name). I'll be using this guy tonight for my first game. He's a surly little guy who got his enslaved-by-ogres goblin tribe in a lot of trouble by attempting to lead a revolt. Cost him his eye (and a bit of his hide), his pride, and made him a favorite whipping-boy for the aforementioned ogres. The PCs (to include a goblin PC named Nim) will be rescuing the tribe and One-Eye will be very, very sore about it. "One-Eye is supposed to be the hero! One-Eye is supposed to be the boss!"
ONE-EYE CR 4; XP 1,200
goblin fighter 5
NE Small humanoid (goblinoid)
Init +4; Senses darkvision 60 ft., Perception -2
AC 23, touch 16, flat-footed 18 (+4 Dex, +1 dodge, +6 armor, +1 shield, +1 size)
hp 52 (5d10+20)
Fort +7, Ref +5, Will +1 (3 vs. fear)
Nothing says NPCs don't gain favored classes, so his favored class bonus took the form of extra skill ranks. He's got Intimidate because that's how I figure he put a revolt together in the first place. Plus the scars and the eye...
He's got Stealth for obvious reasons, and Ride because his goblin dog is also his escape plan. I put the favored class ranks into Survival so he and his dog can track the party down and become a minor recurring villain if he lives long enough to get the chance.
My main concerns:
1.) What do I spend all that gold on? One of his henchmen is a goofy-but-talented goblin smith, but that doesn't make room for magic gear on a slave.
2.) Should I spread out the skill ranks and use the favored class bonus for more hp?
3.) Do feats look okay? Step-Up looks cool, and might help him stay out of a flanked position. If you have feat suggestions, note that I'm playing strictly pathfinder core. He's supposed to be a ballsy little guy (for a goblin) so he's got no ranged feats, though he does have a bow and a buckler.
and 4.) Does he look right, mechanically? Everything in order?

Looks good to me. Maybe he has a magic item he's been hiding from the ogres(they're stupid right?), and that's how he planned to be able to defeat them. Perhaps he likes to use tanglefoot bags, you can burn some money there fast and annoy your group as he tanglefoots them to keep them from escaping, or make his escape easier. Could also be used to hold down the melee types while he attacks the squishies.
best secret magic item I would imagine for a guy named one-eye is a rod of viscid globs(basically 3 tanglefoots/day from 100 ft away). It will be a running joke until you die.

Is he still a slave or is he some sort of guerrilla fighter trying to free his clan?
He's presently a slave, but he's got his gear stashed in the village.
I suppose I could have him keep a magic item stashed away with his stuff. He could've gotten it from anywhere, really. Any suggestions? Good old cloak of resistance?

How can you pass up a guy named one-eye sticking down party members with a glob of yuck.. seriously :)
Maybe some potions? Bear's Endurance, False Life, and CLW, CMW, and CSW would give him some real staying power. Expeditious Retreat would let him Live To Fight Another Day...especially if fed to his super-fast mount. A Cloak of Resistance is always nice, and the PCs can use it to.
Alternatively, you can totally rebuild him as a ranger, with favored enemies Humanoid (giant) and Humanoid (whatever most of the PCs are).
Maybe a magical oil of Magic Weapon or Greater Magic Weapon.
I REALLY like the idea of using Tanglefoot Bags to control the battlefield.
Does One-Eye work alone, or does he have minions? They can throw the Tanglefoot Bags at the PCs, and good ole One-Eye can go snicker-snack at the immobilized PCs.
Ring of Protection +1 - 2000gp
Amulet of Natural Armor +1 - 2000gp
Cloak of Resistance +1 - 1000gp
Various potions... 'Invisibility'(300gp) is the one our DM typically starts sneaky folks out with.
I'd also recommend changing 1 or 2 levels up to Rogue. One level for the sneak attack, two levels if you want the Evasion. However, you know your party better than I... Evasion may be a worthless addition.
