Why are CRs for PRPG dragons so high compared to 3.5 dragons considering they are no tougher than 3.5 dragons?

Because 3.5 Dragons were deliberately under CRed to make them more deadly for a given CR thus enhancing the reputation of Dragons.

That makes sense. Is that your own deduction or has it been stated by a game designer?

Silver Crusade (Pathfinder Roleplaying Game, Adventure Path, Campaign Setting, Companion Subscriber)

James Jacobs (who had his hand in several 3.5 wotc monster books) wrote about this a few times. 3.5 Dragon CRs were lowered and assumed that the party is prepared for fighting that particular dragon.
