I'm trying to decide if buying DC is worth it. I've looked at the ToC, but I guess what I'm really wondering is, which article from DC would be the most "recent" of all issues of Dragon? I started getting Dragon around issue #300, so I'm wondering how much of the DC will be useful to me.

Judging by browsing through the book, the latest issue seems to be 330 or thereabouts. As the book has been printed in October 2005, issues from early 2005 would be the last ones to be included. About one third to half of the book is from newer issues, the rest is older.
Still, I bought it because I wanted to have a "Best of" book. It is the same effect as with best of compilations from bands - of course you could copy it together yourself, but it is much nicer to have the official thing. YMMV, of course. But I can only recommend it.

I never generated such a list, and IIRC, the last issue to have material included in the DC was Dragon #331.

A list like this would be quite a task, as feats and magic items (IIRC) are taken from individual issues. These issues are listed behind the entry in question, but still, you would have to note this for each feat et.al. individually. To my knowledge, nobody compiled such a list.

I have a complete Dragon collection. Nevertheless I decided to buy the book and didn't regret it. The reason: Old edition material was updated to 3.5e rules, the material was clearly arranged according to topics (feats, monsters etc.) and finally the whole content appears in the late Dragon look you got used to.

If you look for new material in your game, you will hardly find a book which contains more high quality material per buck.
