Good point. It's not like, say, orcs were included and gnomes were an afterthought.
That's probably because a 'flawless orc' isn't.
(I was about to complain that Tiefling were included but Aasimar weren't, but Aasimar are already described as flawless, so how could you tell the difference?)
One could argue that there is no flawless gnome, since the race changes from edition to edition. :)
You illustrated my point about orcs. I'm sure I'm overstating this, but the gnome community would be outraged if orcs were in the list, and gnomes put in as an afterthought. If it had read "giants, gnomes, and even orcs," I would have moved to awe that the Axiomites could create a flawless version of an orc.
But, as it is, I can imagine the scene in Axis:
Boss Axiomite: "Oh, piffle! We forgot one of the major races on Golarion."
Jenkins: "Goblins?"
Boss Axiomite: "No! Gnomes. Jenkins, you are going to be a gnome."
Jenkins: "Sir? Can't I be a flawless flightless bird instead?"
