If you're a Hero fan, it's a good book. The upgrades don't drastically alter the landscape of the game, but do deviate from what most people expect from the Hero System. Things like figured characteristics and characteristic driven stats (like CV) have been tossed out for something more static. But the toolbox approach is still there. I'd say if you liked Hero 5th ed, but would like some changes, check it out.
