No, sorry, you have to order the PDF seperately. The free PDF is coupled with a subscription.

I haven't played in 15+ years, but I subscribed nonetheless. Why? So that when my nephews (and maybe my own kids) are old enough to be introduced to the game I loved for so long, someone will still be publishing *that* game...rather than the MMORPG functional spec that WOTC is pushing these days. And who knows? Maybe I'll get back into it myself :-)

Germany has the book now, too! Bought it today, looked it through...and I am overwhelmed. I played the d20 Series from the very first moment on (and even the older Editions carrying D&D in their names). Within minutes I absorbed all the differences to the original OGL rules! In all these years I didn't find a book that was such a valuable and balancing rules upgrade (I especially like the CMB and CMD for combat manoevers). I can still use my old material. And the future development of this game is now certain again! Needless to say that it also looks beautiful... Thanks for the good job, Paizo.

You would be better off posting this in customer service to get help.
Of course it depends on your problem. You can't DL it until your account is charged for the book. Assuming that has taken place, then just log into your account, go to Downloads, click personalize and then click download if it doesn't on it's own.
If you have tried the above then take my first advice and post it the customer service section of the forum or email customer service so they can help you.

OK, do i understand this right? With the Pathfinder Advantage, I'll get 15% off other Paizo.com ordwea, but only AFTER the first subscription ships?
In other words, I just signed up for the Adventure Path Subscription. So, in order to get the discount on other pathfinder products, I have to wait until October to order them? (Because thats the next adventure path I'm eligable for?)

When you subscribe, you can choose if you want to get the most recent volume or the next volume. There is at last one volume of CoT shipping in September, so when you choose to start your subscription with this one, you should get your Pathfinder advantage as soon as this one has shipped.
