Is this a Mark Copplestone design? It looks very much like some of his other models.

Copplestone Castings are indeed a manufacturer of very attractive figures.
They do a lot of Pulp/Gangsters/Lost World figures, so if anyone's looking for dinos for Savage Tide...

He's from the classic board game Kill Doctor Lucky.

I am pretty sure Dr Lucky is trhe guy you are trying to murder in the board game "Kill Dr Lucky" which is kind of like CLUE in reverse!

Dr. Lucky. As in the main protagonist from Cheap Ass Games game called "Kill Dr. Lucky". [and the sequel, "save Dr. Lucky"]

I believe the mini is designed to be played with the Kill Dr. Lucky game.

Yep, it was originally a promotional item that you got when preordering the first printing of Kill Doctor Lucky a couple of years back. We had some extras, so we are selling them on paizo.com
