This book is an outstanding resource, like most CoC Chaosium books. Even if you don't Call, and only enjoy reading Lovecraftiana, you'll love this book. I can't believe it took ten years to get an English language version, but it was well worth the wait! You can only find it in collector markets now, but there's a very-very limited print run of a leatherbound edition, though it's a bit pricy, it's very well-made and worth your attention...
This book is a translation of the German original (it has been available for 2-3 years). And it is rock solid.
The German crew have taken the Cthulhu game to the next level...
... and I know what kind of books you can further expect. If they are gonna translate some of the new ones from German, you are in for a treat (or a trick or two). (Dementophobia, Arcana Cthulhiana... just to name 2 further gems available in Germany)

I do own the mentioned books - and i can only wish for the american cthulhu players out there that they will be translated - as well as the "Niemandsland" sourcebook, one of the newest gems of german cthulhu book describing gaming in the years of the great war.
I'm pretty sure it dosent. Chaosium seems to have decided against anymore d20 product. Im not sure if this was a licencing issue of if they wernt to fond of the d20 CoC rules.
