Each pack contains 1 single figure. This set features 13 figures including new versions of Aragorn, Legolas, and Gimli as well as special (translucent green) "the Army of the Dead" and "King of the Dead" figures.

So am I buying a pack or the set?

I believe these are sold individually in randomized boxes. I think the description is letting you know that there are 13 possible figures that you could get, but when you buy a quantity of one of the product, you get one figure.

I have a few the minis are great sculpts but at almost 40 mm scale they are near useless in any other game but its own, and while in theory this is great I think the game no longer is in production.

You'd be buying one random figure out of a set of 13. Which one you get is anyone's guess.

And yes, the game has been dead for some time. I think it would have enjoyed more life had the figures been scaled and the bases made to fit the general concept of miniatures battles. As it was, the hexagons are UGLY and I found the game to be somewhat forced. Still, it was enjoyable for what it was.

I didn't see it as being forced, but the scale was very odd choice. I mean to me one of the selling points of LOTR minis from GW is that I can use them in my standared gaming table. I understand companies want unique, but if they get money for a good sculpt who cares if they play only their game with them. As it was I still got a lot of these minies for use when I need something in a pinch. As for the game itself, it was okay, but I have yet to see a minis game give me a real sense of battle.
