Are they freshly baked?
Are they buttery, made from scratch or are they from a dollupable package?
Do the brownies have walnuts in them?
Are they more cake-type brownies or fudge-like brownies?
Do they come with icing or not?
Are they still warm?
Can I have some milk?

Depends how old are the brownies? When they are young they are still tender and plump nicely when you cook them, after about 7 though you need to wait another 11 years, and they hit their second peak...
It depends on the type of cookie. And the type of brownie. Still warm, slightly undercooked Ghirardelli double chocolate brownies are always a win. But if we're talking the icky cakelike brownies with the icing, then I have to go with cookies. Peanut butter cookies. Or sugar cookies with a little lemon zest baked in. Or ginger cookies. Just not chocolate chip. Blech. I really can't stand chocolate chip.

gooey brownies, fresh made from scratch cookies both equal win. If they are special brownies uhm the question I guess answers itself.

If I am presented with a plate of cookies I like and a plate of brownies I like, I choose the cookies, because, assuming they're both in varieties of their base class that I like, I like cookies more.
Chocolate cookies versus chocolate brownies? Cookies win.

A question deserving deep thought.
I am so down with a good brownie, but even given their variations, such as blondies, they're pretty much just one type of thing... a chewy dense pan cake. Cookies have a thousand varieties, so I'd have to vote cookies. As they said about me back when I kept the largest Harem in all the Middle East, Rone likes variety.
I'm far more likely to make brownies myself and buy cookies from a bakery, and so I probably consider brownies a more special fare in that I had something, though minor, to do wih their outcome. However, that only reveals that a fresh baked brownie is a my preference to what I can find in stores. When I buy cookies I like an assortment, and since I'm not going to litter my kitchen in an array of messy ingredients and soiled mixing bowls trying to make complex recipes for twenty different cookies, I trust the pros.
