See, I'm in a new campaign and we're trying to come up with a race for one of the players. She wants to have a pet crow (not a familiar)and she thinks it'd be cool if her character had wings to match. She thought about a half-celestial, but the LA was too high. Any winged races?
Races of the Wild introduces a new race called the Raptorans. I havent read much about them but I think you can paly one with out any level advancement issues.
There's the avariel from Forgotten realms.. they're winged elves. Then there's the raptorans, from Races of the Wild. They gradually get the ability to fly as they level up and don't even have a level adjustment (IIRC). There's also the aarakocra, from Dark Sun and Forgotten Realms (find them in Dragon 319 and Monsters of Faerun). The hadozee from Stormwrack are like sailor gorillas with the ability to glide. Nycter are little bat people (found in MM3). That's all I can find so far...
Looks like the Faerun aarakocra have a LA of +2, so it's less than avariel, but not by much. The Dark Sun ones might have a higher LA.. not sure, though.

Two other options are in Races of the Dragon. One of the benefits of the dragonborn template, is the ability to fly (at 6 HD I think). Alternatively, there is a Kobold feat that also gives you wings. Both these are playable from level 1, although you may not be able to fly from level 1.
They should at elast give you some ideas.
Alternatively, if she is more interested in wings than actually flying, just say she has wings, but they are two small and stumpy to grant actual flight. Maybe a throwback to a long past dragon ancestor? I'm sure you and your player can come up with a plausible backstory.
There's also the "Winged Creature", an inherited template (+2 LA) from Savage Species. IIRC it needs some updating to v.3.5 rules, but that shouldn't be too much hassle.

I echo the raptorian sentiment. They're the most "core" PC race (rather than having to retool a monster) and they are usually ignored by people, which is sad.
They tend to be a cliffdwelling people who construct communal nest cities.
