Is this book a RPG Campaign setting, a module or both. I'm interested in purchasing it.
I believe it is both, based on the open ended quest path layout they are talking about. I believe it details the coast region and a variety of threats to it, which your players can address in any order you or they wish. It will also have a players guide i believe, so it strikes me as an adventure path in that respect.
*edit : regarding the campaign setting aspect, Logue states that it is compatible with many systems, so it is most likely designed to be easily dropped into any campaign world, instead of using FR, Greyhawk, or Golarion references.

It's true! RAZOR COAST is designed as a high seas and coastal campaign, with a rich setting/region, but adaptable to be dropped in other worlds with ease.
The mega-adventure itself is PACKED with side treks, adventures, and backdrops, and if you add the INDULGENCES into the mix you definitely have TONS of material for a rich campaign setting.

I purchased the indugences (all 4) when Paizo first advertised them under my alias Blue Pigeon. I figured at $2.00 a pop, why not. Didn't get to read them until last night though. Good stuff, then I discovered Sinister Adventures. Will there be right ups on Harthagoa, The Kraken-fiend and Jacob Razor, Captain of the Spectral Fleet in the near future?
I love the idea of a generic setting that can be easily added to an existing campaign world. I suspect that my group is moving to 4th edition in the next few months, but I want to get Razor Coast to mine for ideas. Listening to the podcast about this product from the "Dark Whispers" section of the site gave me some thoughts for my 1st 4th edition campaign.
I plan to get Ebon Shroud, also, despite the fact that we'll almost certainly be rockin the 4e in NYC at that point. The quality of ideas coming out these days is too high to let something as simple as a rule system get in the way.

Harthagoa gets a big ole starring role in Dark Vistas #1: Razor Coast, and Jacob is also written up in there too (he's a murky NPC, could be enemy, could be ally, all depends!).

Yeah! I'm with you! I could care less about system. I ran a great survival horror on the high seas game yesterday and we just made up a system really quick using 4d6 to resolve conflicts. The game was awesome because of the rocking roleplaying, interesting characters and intense conflicts. Ideas trump system everytime for me.
