You know that it is a Kelpie, an aquatic fey that has the following ability:
Captivating Lure (Su) Once per day, a kelpie can use a powerful mental attack to lure in a single creature within 60 feet. The target must make a DC 16 Will saving throw or become captivated by the kelpie, thinking it is a desirable woman in mortal danger or (if in hippocampus or horse form) a valuable steed. A victim under the effects of the captivating lure moves toward the kelpie using the most direct means available.
It is also amphibious and can change shape, taking a beast's form or a humanoid's.
It is resistant to fire.

Im not on the map anymore, so I don't know if I have enough movement speed to get to him and grapple him in same turn. If I can, then that's what I'll do. If not, double move to him.

The kelpie full attacks the poor Darvik as he stands just before her while Kel and the others reach to him to try to pull him back. However, she misses both her attacks.

The dolphin's not large. Tumble will be difficult in the watery terrain, though.
Valjoen and Cirri hit squarely the kelpie just when Darvik snaps out of a beautiful dream to face a monstrous fey. You can act!
Leepo's summoning spell ends and a dolphin appears in the shallow water but doesn't manage to hit the kelpie.

Kel and Darvik hit the Kelpie, and she falls dead in the water, bleeding profusely and begins to drift slowly downstream.
Out of combat!
A cursory search of the underbrush near the water’s edge reveals the corpse of another of Riddywipple’s friends, the human hunter Dougal. His head has been caved in by a blow from a pegasus hoof and the pegasus has been eating his flesh, but his possessions remain on his body. Riddywipple is distraught to find the corpse but wants the you to take the gear so they can stop the menace that killed so many of his friends. You find bracers, dust, and 500 gp.
"Noooo! Not Pegasi! He was... He was so kind to meeeee!" says the little fairy dragon between sobs.

"I don't know what to make of an undead pegasus, but how would this kelpie be involved? They aren't usually the necromancer type, are they?"

"No, Kelpies like to eat people." Cirri replies to Leepo. "Darvik, there was never a woman. Just that thing, messing with you." Cirri points at the creature in the river.
Cirri swims around a bit, and plays with the dolphin. Going underwater is quite different when your body is designed for aquatic travel. She giggles as the currents gently push her around. After a minute or so, she surfaces and returns to the party. Her features are already reverting back to human as she returns.
"I'm sorry about the Pegasus, Riddywipple." Cirri shakes her head "And I'm sorry about your friend, Dougal. Let's give him a proper burial."
Afterwards, Cirri takes a look at the Dust and the Bracers to note their magical properties.

"I am sorry, small friend," Ulgrok says as they attempted to comfort the creature with a pat on the shoulder. "Tell me more about Pegasi. I will help you honor him."
While listening to Riddlywhipple's tales of Pegasi, Ulgrok begins digging, using the lid to their pot as a makeshift shovel. As the hole grows deeper, a faint mist of sweat builds on Ulgrok's brow, but they continue digging.
The half-orc does blush slightly as they once more turn, half to Riddlywhipple and half to the party.
"Given the nature of the magics in this forest, it may be best to first cremate Pegasi's remains. I'm so very, very sorry, Riddlywhipple."

Cirri identifies the dust as "Dust of illusion" but can't identify the magic bracers.
Comforted by Cirri and Ulgrok, the small dragon wipes his tears and thanks them both. He accept to cremate Pegasi and Dougar to give them a proper burial. Once it is done, he leads the party to a rocky outcropping overlooking the stream. Riddywhipple says "We should arrive to your destination soon..."

Leepo doesn't really help dig. She just points out spots that need to be deeper to the big men.
Meanwhile, she says "dust of illusion? what's that??" And then she looks over the bracers as well. She shrugs, and hands them back to Cirri.

As you are travelling deeper in the forest, Riddywhipple seems to cheer up a little bit, aided by your words. But suddenly he freezes. "No! PEGAZOR! Him too! He was PEGASI'S DADDY! Noooo!"
As the undead pegasus tramples the ground with its hooves to attack you, Riddywhipple flies into a rage, ready to destroy its opponent!

Cirri protects herself, while Valjoen charges the undead pegasus and Darvik follows, but both slash only air. Kel attempts to tumble around it but nearly takes a bite in the arm. His bow fails to connect with the zombie. Ulgrok waits for a pugwampi to fall under the tree and as the little gremlin attempts to climb down, he gets slashed in two by the big half-orchish shaman.
The other one jumps on the ground and tries to attack Valjoen but fails. The pegasus bites Valjoen and Riddywhipple doesn't manage to hit the pegasus.
