The man looks confused, but holds out his hands. "Ah, sure. Knock yourselves out."

The hands are thick-fingered and roughly calloused. They are clean and show no sign or smell of having handled any explosive or incendiary compounds you are familiar with. Anything else?

Davin frowns and looks to Fulcrum. With neither having discerned anything, he replies, "You may leave, citizen. Enjoy the festivities."

Later to Fulcrum...

"Something about that situation felt -- off, somehow. And I do not know why. And I am not a man who enjoys uncertainty. Let us hope that I am simply being paranoid."

"Indeed. Quite perplexing. Felt guilty yet demonstrated innocence beyond reproach..."

The gnome frowns deep in thought, before answering Davin;

"Perhaps - though I know you well enough to discern paranoia is not a trait you exhibit. You do not think he was a lure? Bait to avert our attention from other nefarious mechanisations perhaps?"

"A diversion?" Davin asks with a troubled expression on his face. "Well now that's a thought that's going to linger. Although, not much else we can do without proof. At least nothing that I'd feel comfortable with. Let us return to the others. And see what they have roused."

Narissa continues to scan the crowd in the square, and the buildings around, in case there are snipers who aren't on her side.

Perception: 1d20 + 1 ⇒ (17) + 1 = 18

The man looks relieved to be done with the authorities, but instead of heading for the entrance, he continues to make his way to the back of the crowd. From her vantage point, Narissa watches the man leave the square, heading in roughly the same direction as the other two dockers that left a little earlier.

The remaining citizens make their way through the checkpoint in a reasonably orderly fashion and the square empties quickly. After one last quick survey of the area, you too pass through the checkpoint and head across the bridge to rendezvous with your superior, leaving the local cops to await the arrival of the nobility's carriages. You're about halfway across when a commotion behind you draws you attention back to the checkpoint.

Turning around you can see that there is man arguing with the police and trying to get past them. Even at this distance, his brightly coloured clothing marks him as a Docker.

You can leave the police to deal with this, or go back to see what is going on. Or split up and do both.

Curious at the approach of yet another of the garishly glad workers, Victor breaks away from the group, motioning for any others willing to follow to come along, and heads back to the checkpoint. In his mind the crowd was through, and admittance at this point would probably be denied, but he couldn't shake the feeling that there still might be some foul plot at play. As he closes in on the checkpoint he raises his hand in acknowledgement to the nearest officer, and listens to what is going on.

Fulcrum shoots a query to his fellow officers blessed with height;

"What seems to be the commotion? De' Mortis seems to drawn to it... Doctor Saturday less so. Does it deserve our unified attention?"

One of the guards peels off from the checkpoint to go talk to Victor. "Nothing to concern yourself with Constable. This fellow insists that there were some people in the crowd with plans to disrupt the event and he needs to stop them. I've assured him that the RNC has vetted the participants and that no rabble rousers were let in. He just has a bit of a problem taking no for an answer."

Know Local DC 12:
The docker has a scar running down one whole side of his face. This more anything marks him as Thomas Grimsly. Head and face of a nascent Dock workers guild in Flint. He got the scar from a policeman's knife, during the last big docker riot and has been a vocal critic of the municipal police since.

@Davin - Perhaps a change of virtual dice is in order? I wonder if there is a way to dice shame the forum roller? :)

Victor stands to one side, allowing the investigator to question the man. Obviously one such as Grimsly would not be present on a lark, and his appearance was worth noting. As the man questions the docker, Victor keeps a wary eye on the rest of his surroundings, cautious despite the fact that most of the gathered crowd was already well on their way past the bridge.

I'll throw a Sense Motive in as well, just to back up the results of the dice mangler's last victim.

Fulcrum also joins his fellow constables. He too is happy to pursue the questioning of Grimsly.

The gnome keeps his attention focussed on the surrounding crowd, mindful that these Dockers could have more acts of misdirection in play:

Perception: 1d20 + 6 ⇒ (19) + 6 = 25

Grimsley turns his attention to you, "Ah yes, the famed RNC. Far be it for me to tell you how to do your job, but considering how much of a dog's breakfast you've made of it, I think that it would be for the best if I did. I've caught wind of a nefarious plot by certain individuals to take advantage of the ceremony for their own personal gains. I'm certain that the men involved were in the crowd gathered here and you have let them through."

The man is a little overly theatrical, but he believes that he is saying.

Grimsly gives you a shrewd once over. "Telling you all that I know would take entirely too much time Constable, but I could pass along some information regarding certain acquaintances of mine that are interested in disrupting today's 'festivities'. I think you would find the information useful, but it comes with a price. A bit of tit for tat, if you will. Nothing too extravagant, mind you, so I do hope that you will be willing to indulge me. Today is a rare opportunity for us lower classes to see 'our betters' and all that I ask is that you pass along a message to one of the Mayors that will be in attendance. Perfectly reasonable, right? So do you say, will you pass along a message? It might carry a bit more weight coming from someone a little 'more official'. I'm not as pretty as I used to be."

At this last, he throws a dark look at a nearby police officer, who only grins viciously in return.

Victor continues to listen to the conversation, happy the pair of investigators took the lead on speaking with the man. The mention of the delivery of a message comes as a shock for a moment, but then again, why wouldn't you use whatever channels necessary to get your voice heard? Not so odd of a request coming from someone who represented a fair share of the city's population.

"Alright, I'll hold you to your promise. I know that some Dockers, Messeres Coulton, Mercliffe, Iscalio, and Dafton, have come to this event, and are ready to cause some trouble. They’re angry that the city police force has been cracking down on our gatherings and rightly so. I gather that mostly they just intend to heckle and shout insults, but my sources tell me that Dafton is planing a more dramatic gesture, he wants to assault Flint's Governor, Roland Stanfield. That would be very bad for the movement, so understandably I don't want that to happen. "

"That's all I got. Now for your end of the bargain. When you meet Stanfield, hopefully not after you've had to pull Dafton off him, let him know that my people are tired of the local police harassing them just because a few of the city’s nobles don’t like being made fun of in tavern songs. Worse than that, some dockers have been arrested in the past few weeks because they refused to work sixteen hour shifts loading and unloading industrial cargo. My people are restless. They’re raring for a riot, and I'm trying my best to keep them calm. If Stanfield can’t take some of the pressure off them, I fear there’ll be blood in the streets."

"Dafton's a human. Brown hair, brown eyes, average build. Pretty nondescript, but he does have a bit of a limp. He was wounded in the war. He's always going on about taking an arrow to the knee. As for what he's planning, I believe his goal is to punch Stanfield in the nose."

"The man is an idiot, but he's not suicidal. Dafton, and those like him, just feel that the time for words is passing and more direct action is needed. Heavens know Stanfield could use a punch in the nose. That fool can't see the powder keg he's sitting on, but fortunately for him, I'm not willing to let the movement resort to this kind of violence. Narissa grabs a couple of her runners, and gives each very specific instructions.

"Ok, I want you to run to each of the buildings where you see police on the roofs." She nods to the various buildings. "Tell them that if they hear me or one of the sharp shooter's shoot, to start yelling and cheering the people in the carriages at the top of their lungs. Tell the first one to count to 1 in his head, and then fire his pistol in the air, as if he's celebrating, while he yells. Tell the second one to count to 2 and fire his pistol. Tell the third one to count to 4 and fire his pistol. Then start again with 1 on the next officer. Ok? So, 1, 2, 4, 1, 2, 4, over and over with each new officer. Ok? Remember, just the officers, not the other sharp shooters. The sharp shooters have rifles like mine." Once the runners have repeated her instructions back several times, she sends them off.

Then she gets her other runner, and sends him to the rest of her team with the following message, written on folded and wax sealed paper.

Just in case there's trouble, I've instructed the cops on the roof tops to pretend to be firing their pistols in the air and whooping and hollering if one of the sniper's shoots. So if you hear one of us shoot, expect a lot of yelling and celebratory gunfire to mask the sniper's shooting.

Fulcrum looks a little concerned at the message conveyed;

"A sound stratagem in essence... However should the series of gunshots be fired it will most likely cause widespread panic. Should any other threats be prevalant it would be an opportune time for them to act."

He then waits for one of his colleagues to complete their business with Grimsley.

@Narissa: There aren't other sharpshooters. You are the only person in this encounter that has a gun. They are kind of stupidly expensive, unless you have a level of gunslinger and most NPC's don't have PC class levels.

Taking a bit of a DM's fiat here just to move us through this part.

Letting Grimsley leave and with his information in hand, you move quickly across the bridge and hustle to where the crowd as been position. Fortunately, they have been spread out along the end of the bridge thinning them out. Most are more interested in getting a gander at the sleek new warship looming in the distance behind them, and the Coaltongue does make for an impressive sight, than paying attention the RHC officers fanning out to search for Dafton.

One would think that finding a nondescript human male amid the throng would prove difficult, but Flint's multicultural diversity works in your favor. It is a close thing, but you pick out a human male that heavily favors one leg. Pulling him out, he makes to cause a fuss, but a couple of idle threats gets him to stand down. You notice your supervisor noticing your actions, as you escort Dafton out of the restricted area. He goes willingly enough, but makes his displeasure of the ruling class clearly known.

You make your way back into position, as the first of the noble carriages begins to approach the royal shipyard, and already the crowd on the bridge is doing its job: cheering, throwing flowers, and performing folk songs and dances to show their support.

Before things get too busy, your direct superior, Assistant Chief Inspector Stover Delft, asked you to come to a last-minute meeting to give you your marching orders. You find him chewing a bit of tobacco and eyeing a halfling chef who is carrying a tray of chocolate confections toward the docked Coaltongue. His attention turns to you, and he smiles.

“Only the finest for our king, right? Now then,” he says, “we’re about to earn our pay. Lots of nobles about, so first, don’t make a scene, and definitely don’t talk to any of the nobility unless they address you first. Second, if something does go wrong, try to handle it yourselves, would you? I’m going to be busy applying my not-inconsiderable charms to very important people. The Constabulary doesn’t get by with just good will and pretty faces, you know. And third, you did good work back there, so I’ve got a surprise for you.”

He grabs his cane and leads you to the gangplank of the Coaltongue. But he’s not pursuing the halfling chef. Rather, ahead of you waits Principal Minister Harkover Lee, the king’s chief advisor and personal bodyguard.

Inspector Delft waves tiredly to Minister Lee, who comes over to join you. After introductions, in which Delft cheerily refers to Lee as “the old man,” the Principal Minister says, "While I am confident that the security is order, I would like to have some representatives of the RHC aboard this evening. After the fireworks and banquet, the King is planning a major announcement. The King could use some extra eyes and ears in the crowd to gauge the reaction of the crowd. There are a few recalcitrant guests who might need corralling afterwards."

When he says this, he looks in the direction of one of carriages where a guest and her handmaiden are disembarking. From your briefings and preparations you easily recognize the person who as elicited such distaste from Minister Lee. It is the King's sister, Duchess Ethelyn of Shale. "Anyways," he says, "I must prepare for the King's arrival. If you have any other question, direct them to Delft here."

With that the Minister takes his leave. Once he leave, Delft says, "Unless the ship is on fire, don't bother me. Remember, eyes open, mouths shut. Don't embarrass us." He rolls his eyes at Narissa's gun, "And do try to be discrete." With that he heads off to mingle.

I'll give you an opportunity to RP if you want and the continue on.

Over the next half hour, more people arrive. All told, the hundred person crowd consists of about one-quarter dignitaries (nobles, wealthy merchants, and prestigious military folks), one-half retinues and personal servants, and one-quarter local staff, some of whom are plains-clothes police.

The person who stands out the most is Geoff Massarde, the Danoran tiefling who helped Risur design the Coaltongue. A few industrialists and military officers hang near him, asking questions about how the ship will hold up under actual combat.

Also in attendance is Captain Rutger Smith, commander of the distinguished R.N.S. Impossible, a swift clipper ship which occasionally assists the RHC on missions. He’s discussing philosophy and political theory with a black-bearded dwarf. Smith endorses the post-Malice writings of the old monk William Miller, who said all conflicts could be avoided by sufficient understanding between opposing groups. The dwarf is countering with standard Heid Eschatol theory that any ordered system will inevitably be ruined by some random accident, so a single misunderstanding would doom Millerite theories of peace.

While you take this all in, awkwardly standing together at the edge of the crowd, you notice that Duchess Ethelyn is zeroing in on you, handmaiden in tow.

"Greeting Constables, I am Ethelyn of Shale, the King's sister. It is my understanding that you have some sway over the arrangements of this event. If you could do an old lady a kindness, the air here is already leaving me winded, and the company is already giving me a headache. I know my brother’s party is going to run late, so I need a room I can nap in. I’d be very grateful if you’d arrange this for me."

@all: No one is allowed onto the Coaltongue until after the King has officially named it. After that time, she can retire to a room on board.

Children, gathered in advance by royal aides, cheer and sing the traditional crown anthem as the group makes its way to the docks.

Thanks to you, the ceremony goes without a hitch. The king takes a champagne bottle, announces that the ship shall be formally known as the Royal Naval Ship Coaltongue, then smashes the bottle across the bow. At that precise moment a steam whistle sounds, and black smoke begins to roil out of the ship’s stacks. Once everyone is aboard and enjoying light refreshments on the main deck, it sweeps toward the center of the harbor, where eight traditional fourmasted ships enter formation with it. Against their white sails, the black clouds from the Coaltongue’s smokestacks makes for a dramatic image, and though you catch the duchess glowering at the sight, you can also see crowds along the shore cheering as the small fleet sets a course out of the harbor, toward open sea. You see the ships petty officer taking the Duchess and her handmaiden below deck.

There is about an hour before the Coaltongue reaches its destination, just beyond the Ayres islands north of Flint. People wine, dine, and take tours of the fantastic warship.

If you want to poke about now is a good time. I've posted the layout of the Coaltongue. Also if you intend to pass along Grimsley's message to Roland Stanfield, now would be an opportune time to do so. Other wise, as dinner is about to be served, I will move us along.

Narissa doesn't know about the message, correct? As she was not in the crowd.

Narissa, being mildly curious once off duty, pokes around the ship where it's not too tight a fit for her tall frame. She gets claustrophobic after a bit though, and finally heads up top and climbs the back of the command deck, until she's at the tallest part of the ship she can climb to without needing special permission.

Unlimbering her weapon, she begins to clean it, rubbing the iron down with oil. Occasionally raising the scope up to look at something interesting in the distance. She sighs, looking at the rough condition of the weapon, nothing like the clean lines of the majority of the rifles issued by the Engineer's Corp. It's really an implaced cannon with a hastily made wooden shoulder butt and bolted on lever action. In her head, she again went over the true design, the clean lines, the darkwood fixtures, of what she and the Engineer R&D man had worked out when she was recruited.

Davin sighed in relief when the Duchess walked away. Offending a high level politician was the last thing he needed on his record. Of course that depressing thought only made their bargain with Dafton all the more annoying.

After the ceremony, he tells the others, "We should go find Governor Stanfield now. We need to tell him that Dafton says that the Dockers are getting riled enough to riot."

He then mutters sarcastically, "And I'm perfectly sure nothing can go wrong with that plan."

"In all seriousness if anyone would prefer to stay out of this, I wouldn't blame you or judge you. That being said, I would appreciate the back-up."

Perception to find the Governor.

I guess we just assume Narissa was already gone by the time Davin said something? Otherwise we make her look like a jerk, given nothing was said before she posted.

@Narissa: I'd presume we'd give each other debrief/updates on any pertinent info.

Fulcrum nods officiously at Davin's request for back-up;

"Indeed Constable Greyhill... While finding him mob handed... if you'll pardon the pun - would likely be counterproductive."

The small tinkerer eyes his fellow officer with a dead-pan look;

"However I am happy to accompany you, with some luck it will not be to accept your badge and resignation should the Governor take the news in ill fashion."

For the sake of convenience, I think it is best if we assume that everyone is sharing their information without having to post it explicitly.

Governor Stanfield NPC card linked on the campaign tab. Just note that he is second only to the King in Flint in terms of authority.

You see Governor Stanfield chatting with a couple of rather distinguished looking gentlemen. You approach to a respectful distance and after a few moments, he disengages himself and comes over to you. "Yes Constables? I hope that there is nothing amiss."

Davin manages a small nervous laugh at this. "Least I know I could always go back into watchmaking."

Governor Stanfield wrote:

Davin clears his throat in an effort to sort his nerves before speaking.

"Nothing is currently amiss, Governor. However, I feel it is important to inform you of a situation that occurred before the ceremony. We were able to thwart a potentially violent altercation before it occurred with some information we received from -- a source. If we could possibly have some of your time to discuss it quietly and privately--at your convenience, of course--we would be very appreciative. It wouldn't take long."

Fulcrum accompanies Davin - hanging back a little as Davin engages with the Governor.

The gnome does his best to look officiously inconspicuous throughout.

Narissa hangs back, offering quiet moral support.
