War, War Mind (minor): At 1st level, you can touch an ally and grant it a tactical advantage for 1 minute. At the start of its turn each round, it can select one of the following bonuses: +10 feet to base land speed, +1 dodge bonus to AC, +1 insight bonus on attack rolls, or a +1 luck bonus on saving throws. Each bonus selected lasts for 1 round.
Water, Ice Strike (minor): At 1st level, you can touch one weapon and enhance it with the power of water. For 1 minute, this weapon glows with a blue-white chill and deals an additional id4 points of cold damage with each strike. This additional damage doesn't stack with the additional damage from the frost or icy burst weapon special abilities.
Darkvision: Tieflings see in the dark for up to 60 feet.
Fiendish Sprinter: Some tieflings have feet that are more bestial than human. Whether their feet resemble those of a clawed predator or are the cloven hooves common to many of their kind, tieflings with this trait gain a 10-foot racial bonus to their speed when using the charge, run, or withdraw actions.
Scaled Skin: The skin of these tieflings provides some energy resistance, but is also as hard as armor. Choose one of the following energy types: cold and fire. A tiefling with this trait gains resistance 5 in the chosen energy types and also gains a +2 natural armor bonus to AC. See feat Armor of the Pit.
Soul Seer: Rare tieflings have a peculiar sight that allows them to see the state of a creature's soul. They can use deathwatch at will as spell-like ability. This racial trait replaces the spell-like ability and fiendish sorcery racial traits.

Background
On rough seas in the midst of a storm a young boy was born. His mother, bless her soul, was trying to make quick work of her delivery as she was needed to support her crew, husband and ship. As a priestess of Besmara first and captain of the Barracuda second it was her task to pray to the goddess for salvation and command her man. Her husband, first mate and currently at the helm trying to steer the ship out of the hurricane was unaware his first child was just born.
As the waves got higher, the winds stronger and the chance at survival slimmer it would be a mother’s love for her newborn child that would change the obvious outcome.
As she was laying on floor, exhausted, she prayed.
Supreme goddess and all powerful spirt of the sea hear my call.
As I have served you for the last decade, looting and pillaging in your name, I have but one request SAVE MY SON.
I have seen his eyes, he will bring you much pleasure in the years to come. He will be famous, more so than all who sail on the Barracuda, including myself.
Take me, my husband and all who call the Barracuda her home so my son may live.
After a mere heartbeat the storm started to lose power and in minutes was completely gone.
The crew started to cheer on the decks above as a beautiful red-haired woman appeared beside the priestess, smiled and said Name the boy and give him to me.
The priestess kissed her newborn and said Be great, little Jack.
Besmara smiled again and took the boy from his mother. Jack, a fitting name were the last words from her lips and she vanished.
At first nothing happened, then an eerie sound, a call from below the water. Then all hell broke loose, giant black tentacles came up from the water and grabbed the ship. The mast broke like a twig and the hull was being crushed to pieces. Men who didn’t die in the initial attack were taken by a wide variety of sea monsters when they entered the water. No crewmember survived including the captain and her first mate.
And Jack……
Jack never knew his parents or the events that had transpired on the day he was born.
All that Jack new was that he was an orphan who had been taking in by an innkeeper and his wife, a couple in their forties who couldn’t have children.
He grew up in Quent a city/port ruled by the pirate lord Tessa Fairwind.
Although he was loved by his foster parents Jack soon noticed he was different than normal young boys. His eyes, feet and even his skin were different. His foster parents didn’t care, they were just glad to have a son but the rest of the world did care.
Jack was bullied and picked on by the other kids, he was an outcast, his childhood years were hard. Despite the affection of his foster parents Jack never felt at home in Quent. He just didn’t fit in and at the age of 12 he couldn’t take it anymore he ran away and stowed away on a merchant vessel.
Just 2 days on sea he was found and brought before the captain. He pleaded with the captain to let him be part of the crew, to let him be a sailor. The captain, a cleric of Besmara saw something in the weird looking young boy and made part of his crew. He also taught the boy about Besmara, the pirate queen. In the next 4 years Jack served on his crew, from deckhand to eventually becoming his first mate.
But Jack wanted something different, he resigned and went back to his roots, to Quent.
But when he returned to Quent all was not well, his mother had gotten ill and had died a year after he left and his father couldn’t take the loss of his wife and he drank himself to death.
The loss of his parents hit him hard and he sought to forget this loss in reckless behavior like gambling and thievery.
Now exactly 1 year later after his return to Quent he finds himself in the Formidably Maid tavern drinking the painful memories away.

Upon review, it looks like Iogorian should meet your specifications (20-pt. buy, etc.)! Only thing unclear is whether you'd like him to keep the drawback; happy to jettison it if not.

As to the questions, afraid I only have time to answer the shorter ones, though I think that the longer questions are mostly answered in his background.

Questions:

1. What position do you see yourself eventually in on a ship?
Iogorian is not what you might call the leader type...which is probably best for everyone else, all things considered. He can serve as a ship's doctor, thanks to his skill at...bodies. Given his entire lack of scruples of any kind, he's also more than willing to be the one to do a ship's dirty work...and he's a decent face, if others aren't so inclined.
2. How do you feel about piracy in general? (This includes stealing, killing, plundering, etc.)
Iogorian will do anything to achieve his ends. He assumes that everyone else will as well. He is incredibly smart, ruthlessly cunning, and completely lacking in empathy. He won't do anything too dangerous to himself, and he won't do anything without a reason, but if it advances his ends, he will do anything.
3. Which campaign trait are you selecting and why?
Iogorian's interest in living flesh makes him a natural for the ship's surgeon choice. In fact, the truth is that the trait inspired the character; I read the description and thought, "What about a terrible...awful, evil...surgeon?"

Looking forward to finding out the selections! And as a bonus bit of storytelling...a "Day in the Life" passage I wrote for the last one he was in.

A Day in the Life:
The candle flickered in the lantern as the seas pitched under the ship, causing shadows to dance and jump in the small cabin as Iogorian entered. Fool man, this captain. To think he could skirt the Shackles unmolested...if that storm hadn't come up when it had, I'd be looking for a new employer now. Or, more like, swimming, living off fish for days, and hoping to find land soon. I'm not ready to start over again. Aloud, he said to the man on the table, "Good evening, good evening, good evening. Miserable night, eh? Well, more so for you than me, I suppose." Seizing a skin of liquor from the table, he took a deep, gulping swallow. "Feh! Everything stinks on this ship, even the alcohol. No great hygiene, either--all damp and filthy, filthy, filthy." As he spoke, he gathered his tools from the table, dumped them into a wooden bowl, and doused them with the remaining liquor, taking a final swallow himself. "Just going to make sure we're all nice and sterile now, oh yes, nice and sterile...it's got to be. Unless, of course, you're curious to see what'd happen if it's not." A whimper from behind him. "Oh, don't worry. You don't interest me in that way. Not now. There. Tools ready." He pitched the liquor into a corner of the cabin. "Now then..."
Turning, he whipped the grimy cloth off the man, and gazed coolly down at it, and his exposed patient. "Gah. Awful cloth, probably already working on giving you an infection, eh. Well, we'll get started, then. Wouldn't want that. No indeed..."

The tall Garundi man, his dark skin gone ashen, suddenly seized Iogorian's wrist. "Can you fix it?" he whispered hoarsely.

The surgeon's eyes betrayed a flicker of surprise. "Fix...? Oh, no no no no no. Oh, my, no. No, the leg's got to come off, no question of it!" The man on the table groaned, and Iogorian smiled reassuringly. "Now, now, remember, if it's a leg or your life, most men choose the leg! And I can kit you out with a wonderful peg in its place. You'll be just the man you used to be. Just slightly more wooden. If you survive. Bite this." A wooden dowel, about as thick as a thumb, was thrust into the patient's face.

"What..."

"Keeps you biting your own tongue off, fool, and choking on your own blood," the gillman said impatiently. "Bite. BITE!!" He shoved it roughly into the man's mouth. "Here, have some--dulls the pain." Grabbing another skin, he squirted liquor liberally into the side of his patient's mouth, until the man choked and sputtered. "There. Swallow it all. Good. Now, just hold on..." As he talked, he quickly looped several lengths of rope around the man, tying his arms, legs, and torso down to the table, the monologue going on all the while. "You know, I'm honestly quite wounded by your apparent fears. I suppose you have no way of knowing this, but I've spent over thirteen summers on shipboard now, so I think I have some idea what I'm doing. Not all of those were spent as surgeon, of course, but many were. You're in good hands, is what I'm saying. The best! Few men know the workings of a body like me, and humans are my specialty." Straightening up, he pulled small razor out of his pocket, flipping it open with a *snick*. "Onward, then!" The blade flashed, and a muffled scream of pain came from the man. "Oh, don't be a baby. That's just to mark where the infection is likely to have spread to so I have a nice clear place to make a cut. Don't worry, I'm quite the capable sawbones." He turned away, and picked up a small hatchet, smiling as he tested the head, felt the weight of it. "Not that I use a saw, of course. Far too tedious. I hate waiting. Right then!"

Screams filled the cabin--though not for long.

~~~~~~~~~~
When the man awoke, the tall, thin surgeon was bent over the space that his leg had once occupied, working quickly with his razor and other tools. The background roar of pain was punctuated by sharp staccato notes periodically, as the razor flashed and dipped.
"Ah, good, you're awake!" Iogorian said. "Your odds of survival are much better if you've woken up so soon. I'm just patching you up--" *snick* *scream* "--you know, closing the blood vessels, that sort of thing. What's this in here? Eh, I doubt you were using it. I've gotten a good chunk of your muscle off above the cut, so I should be able to tie these flaps of skin--" *tug* *groan* "--down around the bone to get you a good stump. Almost there!"
As he busied himself with needle and thread, Iogorian glanced up at the man's face and smiled darkly. "You know...we haven't yet discussed payment." *tug*
The man shrieked. "Hmmmmm, no need for all that," the surgeon murmured. "Do you have gold? Yes? No? What about gems?" *snick* *scream* "No gems either? Dear me, you're not much of one for liquidatable currency, are you? Hmmmmm...all done. Let's see...there must be some way we can work out remuneration. The drugs I've used are expensive, you know!" Deftly snatching the dowel from the man's mouth, he thwacked him lightly on the forehead with it. "So then: you have no valuables?"
The man shook his head slowly. Iogorian smiled.
"Well, you really should have mentioned that before I got to work! But I think you do. I think you've got something we can liquidate quite easily, no?" The surgeon leaned forward, his face hovering next to the man's on the table. "Do you not have with you on this trip your son? And...your daughter? A strapping boy of about thirteen, as I recall, and a beautiful, buxom young lass some four, five years older? One thinks perhaps some payment could be made from...that."
Nearly unconscious with the pain, the man stared into the surgeon's face, rage growing dimly in his half-shut eyes. "You want...you want...to bed...my daughter?"
"To be--" Iogorian looked visibly shocked for a moment, then burst out laughing. He had a high, reedy, damp sounding laugh. "Eheeheeheeheeheeheeheeheehee--gick! Gack! Glah! Apologies," he panted, reaching under his high collar and stroking the sides of his neck rapidly with his long fingers. "Oh, I'm sorry. Too much air. And I shouldn't laugh at you. It's a reasonable leap. But no, I have no interests that way. I don't want to bed your daughter. Or your son." He smiled earnestly at the man. "I want to sell one of them."
"You...you..."
"Hush now," Iogorian said, almost absentmindedly stuffing the dowel back into the man's mouth. "Yes, yes, yes. I need to make a living somehow, no? And the trade in flesh is very lucrative. I have no desire to bed your daughter, but I'm sure that not everyone's as squeamish as I am--there are plenty of brothels in the Shackles would be glad to have her, and not too fussy about where she's been. And there are always traders looking for strapping young lads to ship up to Port Godless in Rahadoum. The mines there are constantly expanding. Yes, either of them will fetch a pretty price, given to the right buyer. I'm not greedy--I'll let you figure out which one you think is more fair, and hand them over when we land in Drenchport. Tell their sibling that they've gone off to be my apprentice! Or tell them the truth. Or tell them--true or not--that you love them more. Whatever helps them sleep at night. Or--if you care most for yourself--whatever helps you sleep at night." The surgeon smiled beatifically down at the man strapped to the table. "I'll leave you now to make your decision."
As he was headed out the cabin door, Iogorian paused. "Oh--and lest you should think of trying to escape without payment--or you think of telling the good captain about me--know that I've been developing an interest in poisons, lately. While I was stitching you up, I gave you a little free bonus: an extract I developed from the blue-ringed octopus that haunts these waters. It's in your stump! A present. In a little container that your blood will slowly dissolve, unless, of course, someone takes it out first. If you don't know exactly where it is, though, you're likely to rupture it as soon as you try to look for it. That would lead to a very, very, very painful death for you." He smiled. "Not to worry--we should make Drenchport in three days, if the sea god's willing and the hull holds strong. That capsule won't dissolve for four, unless you do a lot of strenuous exercise. So as long as we have an agreement, there should be no trouble getting rid of it! Have a good night--I'll see you, and hear my answer, in a couple hours." He ducked out the door and exited, whistling, into the night.
A few minutes later, Iogorian, grave-faced and sorrowful-looking, stood before the captain. "Sir, I've done my best for the poor man. We had to take the leg off, but I think he should live at least till Drenchport. Fever's a tricky beast, though--we'll have to keep an eye on him." The gillman paused slightly as the captain, relieved and still concerned, expressed his thanks. "Now, then...I'm afraid I was forced to use some extremely valuable drugs in my treatment, so, as to remuneration..."
To add to the list of potential melee folk: Brynjar Stígandír, Half-Orc (Ulfen) Fighter (Viking).
I'll rewrite the history likely in the morning -- I just typed it up and clicked save changes... and went to the main welcome screen. Then I swore, and wondered why I didn't select-all/copy it. I do still have the pointform outline, just not the mental energy to do that again. However, I'll answer the profile questions and make sure I *do* copy them before clicking save.
Big Three Questions:
1. What position do you see yourself eventually in on a ship?
Eventually, as a matter of honour, Brynjar will have his own ship. However, as a result of the events that led to him leaving the North -- accepting exile rather than apologizing and retaking his place on the longship -- he isn't really rushing to get there.
However, that same exile has left him feeling somewhat rudderless, and, as such, he would far prefer spending some time following a strong captain that he can respect -- and so, his idea position, for the next few years, would be to serve as first mate -- until he can build up enough of a reputation that he could bring together a loyal crew of his own.
2. How do you feel about piracy in general? (This includes stealing, killing, plundering, etc.)
Brynjar was raised to be a raider -- and spent years working hard and training in order to get onto the longships.
His view is that he gains glory from facing opponents in battle... and when he defeats them, then he claims their goods as his spoils of victory -- which only adds to the glory and honour of the win. Those too weak in spirit or body to lift a blade to defend their goods, however, are not worthy of respect and do not deserve whatever items they might have -- for they have no honour or glory.
He does, however, looks down on theft of the pickpocket variety, for there is no honour there -- you didn't defeat or outsmart your opponent, and thus, didn't earn the spoils.
In combat, he doesn't go out of his way to kill (forcing an opponent to live with their defeat is a worse punishment than death, most of the time), but he doesn't worry about killing either -- as dying in combat brings Gorum's glory. He has no problems striking from ambush, because outthinking your opponent is simply using another weapon against them. However, there's no glory to be won in butchering those who cannot defend themselves, and as such, Brynjar doesn't like to kill "civilians".... and refusing to kill one was the reason for his exile.
3. Which campaign trait are you selecting and why?
I selected Peg Leg -- because it created a physical reminder of Brynjar's past shame -- because he lost his leg after being cast off the longship he stated on as part of his exile. Basically, no matter what, he'll never forget the day that he held on to his own honour, but lost the rest of his life.
Character Survey:
Where was your character born? -- Ullerskad, Land of the Linnorm Kings.
Who raised him? -- His human father, a smith, after his half-orc mother died during a raid.
Does your character have any relatives? -- His father lives, though Brynjar cannot (at the moment) go home to visit him and hasn't seen him in more than a year.
What are your character’s immediate goals? What would he like to do in the coming year? -- Find a berth on a ship, fight, build a reputation, earn glory and gold.
What are his long-term goals? -- To gain enough skill, reputation and glory to be able to sail into Kalsgard with his crew and end his exile -- which will probably involve killing a Jarl, one of Sveinn Blood-Eagle's sons, who exiled him.... or, better still, to sail into Kalsgard with riches, a crew and the head of a Linnorm and claim his own kingdom.
What type of person would be his ideal mate? -- Brynjar is a stubbornman of passion and action -- and his mate needs to be someone strong enough to stand against him (this would likely be more mental/strength of spirit). A woman that he could easily dominate would offer no challenge, and therefore, be boring, and there would be no glory from the relationship. His ideal woman would also be a warrior of some sort.
Who is his patron deity? Is he a devout worshiper? -- Gorum. Glory in battle. And he worships on the battlefield, instead of something silly like a temple.
Is he a devout member of any nonreligious cause? -- Not anymore. With his exile, he is no longer a subject of Sveinn Blood-Eagle, though he still has the tattoo of one of the King's warriors....
Is there any race, creed, alignment, religion or the like against which he is strongly prejudiced? -- Pacifism. It's an attempt for the weak to claim their weakness is some sort of virtue...
What is his greatest fear? -- Growing old and infirm, unable to lift an axe.... or finding out that his people were right, and that he truly has no honour.
What is the one task he absolutely refuses to do? -- He will not butcher children or non-combattants. It got him thrown off a ship. And cost him a leg. And, as far as his people are concerned, cost him his honor -- though he knows better.
What is your character’s motto or favorite saying? -- To Battle!
What is his favorite color? -- The deep indigo of the still water on a starry night
Describe what he would wear if money were no object? -- A shield of starmetal, a breastplate made of the scales of a linnorm he killed, a battle axe crafted by Torag himself and a cloak of smilodon fur.
What is his favorite food? Drink? -- Roasted honeyed goat. And mead.
What is his favorite animal? -- Boreal Wolf
What habits of his friends annoy him most? -- Interrupting his (boastful) tales
What well-known media figure from sports, movies or politics most closely resembles your character? -- Thor, from the movies -- during his exile.
What would be his theme song? -- Raise a Little Hell
If his friends were to write his epitaph, what would it be? -- He died thinking he was right.
What would be his job in modern society? -- He wouldn't really fit in modern society.... Bouncer or policeman, maybe.
Do you have any nicknames, street names, titles, or aliases? -- Bryn, to his friends.
What is your full birth name? -- Brynjar Stígandír Elinorsson
Where do you live? -- The Shackles
Why do you live there? -- Can't go home -- and this is where you find a berth on a raiding ship.
What is your citizenship status? -- Exiled, former subject of the Thanelands, Lands of the Linnorm Kings
What is your most obvious blessing or strength? -- Physical strength
What is your most obvious flaw or weakness? -- Stubborness (also, a mite boastful).
Was there any event or cause to cause these weaknesses? -- Not really.
Physical Traits -- Description in profile.
Where is your homeland? -- Thanelands, Lands of the Linnorm Kings
Did you have any childhood friends? -- None that I was close to.
What conflicts might arise from your past? -- My exile
Do you have any sort of criminal record? -- No, though, I accepted exile rather than kill an unarmed non-combattant, despite being ordered to do so. As such, I can't go back as I'm considered to have no honour by my people. I disagree, and feel that making that kill is what would have robbed me of honour.
Who were your parents? -- Elinore Orcborn and Kjell Ilmarinen
What did your parents and/or foster parents do for a living? -- Mother was a raider and ship captain -- earned the hardway. Father is a master weaponsmith.... even made a blade for the King.
Are they still alive? -- Father is.
Do you, or did you, have any role models? -- Idealized version of mother, who died in a raid.
Do you have any great rational or irrational fears or phobias? -- Sharks, now.
What, if anything, would it take for you to be able to overcome this? -- Regeneration
How do you react when this fear manifests itself? -- Violence. I've killed a number of harmless species, like nurse sharks.
Are you willing to discuss, or even admit to, the situation? -- No. Sharks just need to die. Discussion is irrelevant.
What are your attitudes regarding material wealth? -- Wealth is a measure of personal glory.
Do you have any unusual or nervous mannerisms, such as when talking, thinking, afraid, under stress, or when embarrassed? -- Gets louder as he gets stressed
What is your most treasured possession? -- Battle-axe was made by father. Not his best work, but it's a link home.
Do you have a good luck charm? -- No.
Describe your worst nightmares -- The Jarl (son of the King) returns to taunt me, killing those I refused to kill, and being too weak to raise my axe to fight him to protect them.... and then being dismissed as an honourless soft southlander not even worth raising a blade against... and then I'm left to grow old and die alone.
