The Gulf War is over, and charismatic Arkansas governor Bill Clinton was just elected as President of the United States. The Cold War and the threat of nuclear annihilation are a recent memory, still in the shadow of people's minds.
Chicago's big, people disappear all the time. In the dark nooks of the city you might find secret government agencies, off-the-books research labs, cults, spies, bribery, and human sacrifice.

Character Creation
Your character is a regular person who's extremely good at their particular occupation, whatever that may be. So if you're a college student, then you're a 4.0 prodigy, or a gifted inventor beloved by your tech professor. If you're a burnt-out retired cop, then you were a damn good one back in your day, and the guys at the station still tell stories about you.
