Well, given the life span of dragons he could very well be a half-brother instead.....or no relation whatsoever. After all, there are a lot of black dragons in the Empire. But I'm trying to figure out why someone would time travel to leave him the note and stuff.

This is rules light, so while it can be helpful to have so much detail, it's not required. Just so you know what to expect. :)
Your attack bonuses may be a bit on the low side, you're welcome to play with them as is and then change them if you find you can't hit the broad side of a barn....or you could just bump them by a couple of points and call it good now.
The one thing that is definitely a bit off is the equipment. This is a school, so no one is walking around in full adventuring gear. If there's something that is important to your character concept then you can pick two to three magic items. Normal gear is pretty much universally available if needed, so no need to worry about it. Normal gear that is an important personal possession is fine to keep.
Otherwise, looks good.

Well, this is a fairly strange game, for the following reasons.
1. We are a rules light/rule of cool game that focuses more on roleplay.
2. Eventually, if they wish it, everyone will get a chance to DM a plot or story arc. Sometimes even when others are in progress too.
3. You don't have to have your character statted up, and you can have weird powers or abilities that there aren't rules for(within reason, of course).
Actually, I think that's it. :)
Since this is a school based play-by-post, equipment isn't needed, but your character can have special gear if it fits their backstory(not needed, but helpful for everyone to get a feel for the character).
If I've missed something, Lyn should be along shortly to say what it is.

There's a 16th level cap for student characters. Teacher characters are allowed, and can be in the low epic range. The restrictions are placed where they are to avoid people having access to wish. It is much more powerful in this world than the standard.
Gestalt is allowed and frequently used. We're loosely based on Pathfinder rules.
Pretty much any race will be allowed, but dragons take extra work on the backstory so be forewarned.
If you've got an idea or a story arc that you really want to see used, we can always work that stuff out via email, whether it's something you want to run or something you want run for you. I really try to make sure there's something for everyone. If I'm not doing a good job of that, all it takes is a reminder and I will fix it as soon as possible.

I am very late coming to this, but would be interested in joining in if there is still room. I am relatively new to pbp, but have liked my experience with it so far. I see that this is not a new recruitment thread, so I hoping I am not too late.
I have never had a DM willing to let me play a dragon so that is what I would most be interested in. Or perhaps a redeemed demon or devil.

Avalon is always open to new players. We have no upper limit to number of participants and it is possible to join in the action at any point as there are often multiple storylines running at once.
On to the complicated....someone always wants to do the complicated. : )
First of all, I would strongly encourage you to read the background info on Agartha before committing to an idea. Dragons are persona non grata within Agartha and we would have to do some serious work on background to come up with a believable reason for a draconic character. It's been done, but it takes a lot of work.
A redeemed demon or devil could be worked in easily I think.

Is this campaign open to psionic characters from Dreamscarred Press' Psionics Unleashed? I'm looking to recycle a Psion (Shaper) character after being thoroughly rejected by 3/4 players and the GM in another game. :( No one was open to accepting a new psionic character in their game.
I've read Agartha's background on the Campaign Info tab, and I would like to be a new, young student at Avalon Academy. The first Human psionic in the world of Agartha being tested by the teachers. I would like to be Level 1 and learn the ins and outs of being an Astral Construct-specific psion crafter as the character levels.
I'll need to tweak Gustav's background quite a bit before starting, in order to get into the Dragonstar setting.

I love psionics! We have lots of it in game. (This should not be surprising in a world built by psionic dragons in order to get away from other dragons.) : )
.....starting at level 1 would be a problem. I shudder to think how many raise deads we'd have to cast on your guy....before breakfast....because someone sneezed on him. ;P
This is a high level game. Level range for characters is between 14 and 16. I use the Psionics Unleashed book myself so making a character from there would be no problem. Being the first of anything psionic is unlikely, but certainly the first from your particular community would not be unusual. But in a school that specializes in the unusual even the freakiest characters don't stand out as much as they're used to. Since the school specializes in helping kids who don't have control of their powers, it's pretty easy to work it so you don't necessarily know how to access all of your powers, or they work unreliably if you really want to focus on the aspect of discovery of his abilities as part of your character.

Level 14 is...rather high. I've honestly only played one character ever that high, I'm more used to a Level 5-8 character. Hmmmm....this may call for the "amnesia" plot device. A character able to cast Level 14 powers but around 30 or so and missing the last 12-14 years of his memories.
Any more information on the world? As in, location of towns, demographics, level of technology, etc? I've actually played Dragonstar a loooonnnngg time ago, so what's the WBL?
And when's a good time to come in to the next plot/game on the Gameplay tab?

It's a school, so a teenager would be a more appropriate character. A 30 year old would feel very out of place as a student among a bunch of adolescents. As for how the character became so powerful, don't feel like you have to justify that. It's just how his powers happened. Think X-men rather than traditional adventuring group.
As far as towns and such you don't really have to worry about it too much as the action mostly takes place in Avalon Academy. If you have an idea of what kind of background your guy is from then I can tell you what part of the world that would be found in.
Don't worry too much about knowledge of Dragonstar. Agartha is completely cut off from the Empire and has been for centuries. Most of the natives don't even know about the existence of anything beyond Agartha itself. The school is unique in that it actually does include a few off-worlders. There are very limited ways to get into Agartha in the first place.
You don't need to worry about wealthy by level. You can have a couple of magic items that are important to your concept, but otherwise equipment is mostly provided for you. Mundane equipment is easy to obtain. Magical equipment less so and mostly on an as needed basis.
Basically I like to hash out the character here and then once that's done enough to be ready for play I'll let you know and you can introduce yourself in the discussion thread. And we'll get you into the game as soon as possible, which should be almost immediately at that point.

As for the world of Agatha, we still haven't created all of it, so you can make up a town or city or even a metropolis.
Tech level is basic Pathfinder setting except for Agartha(and Atlantis, which is on the other side of Agartha), which has nanite level technology.

Okay, I have read the background info, and I can see where having a dragon character would be complicated. If you would rather not deal with it I can bring the redeemed fiend idea more fully to life.
My two fiend ideas are 1) a quasit or imp that was influenced by a mortal spellcaster and "corrupted" to serve the cause of good, and 2) a Vrolikai Demon (from the pathfinder bestiary 2) that was the subject of the Sanctify the Wicked spell from the book of exalted deeds.
I suspect the power level of the Vrolikai is above that of the regular creation rules, but I have ideas how to deal with that which tie into the whole "learning about his abilities" idea of the academy.
The quasit is a much more straightforward concept.
For a dragon, I do have an idea or two that may work to fit in your world.

A quasit would definitely work. Since wishcraft is not an issue, we can make the vrolikai work without too much trouble. (That's why the level cap is where it is, to prevent access to wish). In general I would lean towards the quasit, but that's just because quasits are fun not because I have any bias against the other concept. :)
Depending on the idea we can potentially make a dragon concept work, it's just more work. If that's really your first choice you can feel free to pitch the concept and we can work on what we need to do to make it work.

I can see a Headband of Intellect being a signature item, but choosing between +2, +4, and +6...what was the WBL again? :)

I need some limits...
Starting to get a background idea. Prodigy from a rural area that didn't know what to do with him, so the townspeople sent him to the Academy. He can either be dirt poor or cut off from his wealth. Major crafter (lots of crafting feats), he would basically say "Where's the forge and workshops?" and disappear for days.
Since this appears to be a high-psionic world, how concerned should my character be on self-defense powers against telepathy? Dispel Psionics? Fold Space and Psychoport? Bend Reality? (I saw your post on Wish.)
I tend to make Jack-of-All-Trades characters, so give him a fortnight alone and he'll start sharing the psionic tattoos or handing out the magical clothing, arms, and armor. In battle, battlefield control with Astral Construct, Energy Wall, etc, and then stand off with blaster powers picking off various targets. Working with other psionics would actually be a new experience for me.

Okay, not necessarily in order asked:
Bend Reality is basically equivalent to Limited Wish, which is not restricted. Wish and Reality Revision are restricted.
When deciding the importance of self-defense type powers keep in mind that we follow the default rule of psionics-magic transparency. Dispel psionics works against magic and dispel magic works against psionics. So yeah, defense is always a good idea.
Teleportation powers work fine within Agartha. It's getting out of Agartha that's tricky. There are some folks that can do it, but those are special cases. So yes, things like fold space and psychoportation work normally.
Crafting is definitely allowed and basic materials will be provided in the various workshops on campus. While there are certain events and field trips etc where greater access to magic items is allowed, for the most part those items crafted are set aside for such occasions. Psionic tattoos on the other hand are more like potions or scrolls and would be treated more leniently in that regard.
Seriously, don't worry about wealth by level. If you want to make sure that an item is not too powerful for your level, well, ask, or if you have access to the magic item compendium they provide good guidelines for that. But since you only get a couple of magic items, it's usually okay for them to be on the more powerful side.

So, though I have finally found a DM willing to let me play a dragon, I find myself returning over and over to the Quasit. So I think I will go with that. Now, you said loosely based on Pathfinder, and Gestalt is allowed, Would you have any objection to a level 16 Quasit using gestalt levels? What are your gestalt guidelines?
Also, I don't know if I just missed it, but I didn't see any creation guidelines. I know this is rules-light, which I don't really grock, but if you could give me some guidelines that would be great.
