RPG Superstar 2009 Top 32

I have a potential villain to throw against the party, a level 7 halfling rogue against a level 7 party. The NPC has +30 Stealth modifier & expert sniper feat, which in an urban environment they'll be spoiled for cover options. Even while attacking, the party will have a lot of trouble even having a clue where the attack's coming from, & I'm not even being super focused toward the build's tactic. Should I be worried about this encounter being too tough on the party, and if so, what suggestions do you have?

Important question, are they an Unchained Rogue with stealth selected as their Rogue's Edge?

Because if so, that is up to +50 (31-50) to not be detected. Your rogue only gets one attack per round but that is almost a decent use of sniping which is impressive.

Assuming you have someone with 22 Wisdom, your party's best attempt to find them is +16 or so. So they can only detect the halfling if the halfling rolls below a 7.

Of course, throw on some magic and they might have a better chance of detecting the halfling. Keep in mind you need to reroll the halfling's stealth check every single arrow, and they all get perception checks after every single arrow.

Lastly, unless the halfling is within 30ft they do not get sneak attack, unless you are willing to invest in the Deadly Range Ninja Trick. They will still be denied their Dex to AC, but no sneak attacks at low range.

I saw an npc sniper slayer in action, and it was devastating. The sorcerer was only saved by back to back breath of life spells.

The party has a full caster right? If so then naw. Acute senses exist and so does tiny hut.
