Alright after some questioning you find yourself becoming frustrated with the man refusal to answer questions.

Before you start to consider extreme methords however Grigori comes and turns himself in with great fanfare.

In front of the castle
"There is no need to torture my friend here I am turning myself in."

He seems to have brought a crowd to make his turning himself in a public and big an event as possible.

Riva wastes no time transforming her any-tool into a set of manacles and clasping them around Grigori's hands and feet.

"Your friend was quite cooperative, actually. There was no need to resort to torture, nor would we have, short of the most extreme of circumstances." She then turns and motions for the guards to release Grigori's friend from custody. "I'll advise you to stay within the city for the next few days, in case we have need of you again."

As she hands the shackled prisoner off, she adds: "Normally, I would thank you, Grigori, for saving us the trouble of tracking you down and bringing you in. That is, I would have if you hadn't eluded and resisted us several times already. You will receive a fair trial, but don't think this 'act' will afford you any leniency."

So next day there is a trial. The council(players) standing as the prosecution with Grigori as the sole defendant. There are 15 watchers.

Rory is the judge of course.

It does for me. Sarjenka will be preparing detect thoughts and charm person in lieu of blindness/deafness and magic missile for the trial. I will also be using my see magic class ability at various points during the trial to make certain that no unauthorized magical spells, abilities, or magic items are being used during the proceedings.

Rory sits behind a sits at the head in the main hall of the castle turned into courtroom. He stands to address everyone before the start. "We are here this day before the eyes of gods and men to bear witness to the testimony of Grigorri. He is being charged with disturbing the peace, attempting to incite a riot, and sedition. May the truth be spoken and justice found."


"So what penalizes have you made up for these so called crimes that you accuse me of?"

"Please do not speak out of turn Mr. Grigori. You will be given a chance to speak against the charges if you so choose. However, if you interrupt these proceedings with another outburst, you will be taken from the courtroom and confined, where your ability to speak on your own behalf will be greatly diminished. As to your question: Let it be known that if the court finds you guilty of the first, you will be lashed. If you are found guilty of the second, you will be branded as a criminal lifelong. If you are found guilty of the third, you will confined until such a time as the kingdom's leadership is certain that you are no longer a threat to the stability of the kingdom or the peace of its people. Of course, if the court is unable to prove any of these charges against you, then you will be free to go as you choose."


I think the prosecution goes first


The trail goes smoothly with the end result of Grigori being sentenced to banishment. However some how a very abridged version of the transcript comes out that shows the trail to be a complete kangoo court. This transcripts get ends up all over the city and many magic mouth seem to have been left in the city that will make disparaging comments about Rory on certain cues.

Rory Decides that he has had enough of this and that the problems are being centered around him and leaves. Saying "I miss being a traveling bard then I was on the other end of the ridicule"

Fortunately before he goes he manages to find some upright citizens to appoint to office.

Using her keen intellect and understanding of court procedures as well as her extensive political clout as Treasurer, Riva was able to avoid much of the resulting stigma that had befallen Mayor Rory.

Despite the anguish the city had put him through, Rory nevertheless stayed on long enough to ensure a smooth transition to his successor, Toran. Though few were ever made aware of it, Rory continued to serve the city in other ways.

The newly elected Mayor Toran, the first to be chosen by the people in the history of Caerulus, appointed both a new Grand Diplomat and General--the latter to replace Sir Akiros who had sided with the former mayor during the political upheaval. Sir Akiros, in turn, would be relegated to desk duty as the city's Magister, where it is thought he could still do some good for the people.

The sudden upset in leadership was a sign of a new beginning. No longer an Oligarchy, where a select few ruled, the city had evolved into a crude Republic, where every citizen was entitled to a vote in major matters of the burgeoning commonwealth.

Us PCs will still be making the final decisions, as before, but now our ruling days are likely now spent swaying voters to vote as we wish them to, rather than just pushing forms and making decisions--in short, the mechanic of ruling doesn't change beyond a few modifiers, just the flavor).

Caerulus flourished, amassing unforeseen wealth and expanding its borders by nearly 30%. New houses were constructed for the homeless as well as new farms to feed the hungry. Though many of these changes were attributed to the new mayor, it was actually Riva using the Kingdom's coin wisely who managed these exploits. Wishing to gain the good graces of the new Mayor and his general, she allowed such rumors to flourish.

Despite these positive changes, a shadow yet loomed over the realm. A dreadful green dragon still blocked expansion to the NorthEast. What's more, the beast demanded tribute of Caerulus, which slowed the city's advancement even further.

"So, now that you're mayor," said Riva gesturing towards the newly appointed rulers, "and you the general, what do you intend to do about the dragon?" With a coy smile she adds, "Perhaps you will send your diplomat to fee--speak with her?"

Scratching his chin beneath his thick beard, Valak thinks a moment and says"I've taken some time and read through the archives of your council meetings and this.....Lady Greengrass... seems a formidable foe. The tenants of Angradd preach bravery courage in a militaristic style, but also condones cowardice and stupidity on the field of war. I wouldn't recommend we confront the dragon head on until after I've had time to acquaint myself with the standing army. Lady Riva, if you could be so kind as to direct me towards the barracks and training grounds?"

He spends his first few days as Mayor walking around and speaking to citizens, exploring the city and learning of his various duties, as well as consulting with General Steelspike about the dragon.
Perhaps I should send a messenger to deliver a message, and work with my Grand Diplomat to perhaps convince the dragon that leaving our kingdom alone is in its best interests.
In the meantime, I am not optimistic about our chances of a peaceful resolution. Valak, my friend, I would do your best to acquaint yourself with your forces, as we may well need them soon.

Riva motions to dismiss the servants from the meeting hall of her library before responding to the mayor as would a mother to her naive child. "In her best interests? We are providing her with hundreds of cattle a month for fear that a most woeful wrath will befall us should we not do so. It is absolutely in her best interests to keep doing what she has been doing!"

In a more scathing tone, she continues. "Or did you mean to threaten her, to which I say 'with what?' She has already made a mockery of our defenses and could have murdered the whole of Caerulus' leadership months ago, and likely would have done so too, had not letting us live been 'in her best interests.'"

Turning from the mayor with a sigh of exasperation, she addresses Valek in a calm manner that hints at her exhaustion.

"Alas we have nothing so formal as that. We have but a partially constructed arena, and a temple of Gorum, whose youth make up much of our town guard. There's also the kobold scouts, who help to police our borders. Even so, we have nothing yet that could be considered a proper military force. We aren't lacking in volunteers or hardy people, we just are not able to pay a soldier's wage as of yet."

"If you will see to the training of our soldiers, I will redouble my efforts to find the coin with which to feed and clothe them."

Check out the armies listed on the Kingdom Sheet. We could probably call one of them to arms pretty quickly if needed (such as during a dragon attack), but we would not be able to maintain it for long periods--the militia would cost 8 BP/month, whereas the Thunder Lizards would cost us 12 BP/month). We really need more farms and other resources to be able to afford a standing army. Furthermore, the GM seemed pretty convinced they would be useless against a flying dragon who could just kite them all to death regardless of the mass combat rules (I'm less convinced, but it's not my opinion that matters I'm afraid).

Toran has seen how good of a job she has done, so he does his best to let her continue that. He will obviously step in if he feels that she is doing something unreasonable.

True, the situation is more dire than I had realized. I would prefer to avoid antagonizing the dragon, but this situation is clearly not something that we can allow to continue. As someone who has been in office for far longer than I, Riva, what is your advice?

Valak is a bit disgusted with the conditions of the arena and training grounds, NOT up to the edicts put forth by Angradd on the proper way a military should be trained, but it will do for now. Looks like I've got my work cut out for me. He thinks to himself.

Valak makes the rounds and introduces himself to the youth of the temple. He seeks out Adular in the temple.

"High Priest Adular! Well met! My name is General Valak Steelspike. I wish to speak with you if you have a moment?"

Not sure if I role play the conversation or the DM and I will.

The GM traditionally handles the NPCs, but he does give some small amount of leeway. Since we are community leaders, we can make NPCs do a number of things, such as calling forth a servant or guards to do our bidding. In this case, I'd wait for the GM to respond in character.


Adular: "Yes, what is it" He say well sparing with one of the recruits. He seems to be able to do that and converse with you. Without trouble.

Into the River Nations:

The creak of wooden axles was the only sound as Aer and her cloaked companion rode across dirt roads. The forests of Kyonin were far behind them with a new future facing them. They had heard rumors of a new town being built at the edges of the River Nations, near Brevoy. Several brave adventurers had cleared out monsters and bandits to form new land--the city of Allania.

Aer was skeptical at first, she wanted originally to head to a more populated land. Her eidolon needed only suggest that her destiny lay in somewhere more green for her to change her decision. The usually silent angel accompanied her everywhere and rarely guided her actions. In this one case, she would listen to him.

She rode past a trading post and toward the town to the south.She saw the huge central castle surrounded by only a few districts. Not much.. she thought idly to herself. And yet..it was so much different from the grand halls of her birthplace. Here, she could escape her family and start building her own legacy.

First few days
Aer took up residence in a bed and breakfast near the temple to Gorum. She was not yet ready to introduce herself to the city's leadership. She wanted to learn what she could before she presented herself before them, or the townspeople, asking about adventure, fortune or work.

It took her by surprise when, on her first meeting, it came up that there was a vacancy in the town's leadership. Ragathiel, whom she had stated was her bodyguard, hid his angelic face behind a thick hooded cloak and followed silently behind her. She turned to him, arching an eyebrow but received no input.

"...Diplomacy is something the nobility of Kyonin learn in infancy. I'd be pleased..quite different from the adventure I had been expecting."

The door to the castle's meeting chamber crashed open. Aer's eyes were bright, her hair coiffed in an elvish style. She wore flowing robes of white with gold trim and bore a sly smile over her lips. "Good day." She strode into the room and looked at the assembled leaders, frowning slightly before heading to one of the empty chairs. The ever-present bodyguard stepped in behind her, closing the door and placing himself to the side.

"You're discussing the dragon problem? If you insist, I will go speak to it. However, if we have nothing to offer the beast then there is little point. Dragons, especially greedy green ones, are not likely to take flight and leave such a rich spot as this."

"If you know it to be folly, why do you put your life at risk? With your knowledge of greedy green dragons, you should know that such a venture would only prove wasteful."

"In any event, the Lady Greengrass has clearly marked her territory, and promised woe to all who should intrude. Not only might such a venture be wasteful, it may well be detrimental to us all."

With a snort, Aer shrugs at Riva. "Fear is a good thing to have sometimes. I don't fear to put my life at risk if out-voted on such a thing, besides, I'd hope my diplomacy skills would be good enough to at least get me out alive!"

With a grin, she leans back and folds her hands over her stomach. "Knowing that it made such a promise, however, makes me withdraw that idea though. I agree with your previous recommendation. What other important business is there?"

"Only how we wish to proceed into the coming month. The month of Lamashan was good to us, and we have some loose coin in the treasury, though not so much that we can afford to be frivolous."

"Going into Neth, I think we should consider using some of the surplus to reinforce our infrastructure, perhaps build a stockyard. It's an expensive endeavor, but it will increase the productivity of nearby farms and allow us to better feed a large military force should we have need of it. What's more it would be a simple matter to use the river to quickly transport food and supplies to a standing military force."

A stockyard in Allania (hex G37 on the map) would cost us a whopping 20 BP, but would reduce consumption by 1 for all adjacent farms (-3 now, possibly -7 later). This not only will allow us to better support other endeavors (such as a standing army), but would also increase the Kingdom's Economy rating by +1. It will also increase the Productivity rating of Allania by +1. What's more it would also allow us to build stables and tanneries in the future at half the normal BP. Stockyards are not popular, however, and Kingdom Stability will be reduced by 1 (our lowest stat, useful for maintaining armies and switching leadership).

"Alternatively, our city could use a new town hall; a public venue for town meetings, repository for town records, and offices for minor bureaucrats."

Much cheaper than the first option at only 11 BP. This will increase all the Kingdom's base stats by +1 (Economy, Loyalty, Stability) as well as Allania's Law modifier by +1. I consider this the "safe" but not necessarily ideal option. It will also reduce by half the BP cost of the following buildings: Barracks, Cistern, Dump, Jail, Watchtower. Many of said buildings could be useful for containing military personnel.

"Since we have the ability to expand south, we could. Have we built an infrastructure of roads? Or is that what you meant..if so, I heartily agree. Perhaps building up the economy some as well? We could do with more buildings for jobs. Perhaps more smithies or mills to take advantage of the farms and nearby forests?"

Toran leans forward in his seat, Perhaps we should begin with the Town Hall, which will likely build up popularity for us newer leaders, as we are still somewhat unknown in town, and any bit of favor that can be curried with the people will always be useful later. Once this is completed, perhaps a stockyard should be our next step.

"What about exploring more of our area to put coin into the kingdom's coffers? I was looking over the maps left in my rooms and see a few areas we may want to explore. There is some land next to the land the dragon has claimed that we may want to check out."

I am looking at hex E39. My goal here is to try and find some ways we can dump some more wealth into the kingdom so we can build up our income (ie building the stock yards, building more farms or even a port or fishing center (hex H36)?

"Indeed, it's always good to be aware of what threats might surround your homeland."

Since the kingdom rules go month by month and only require us to spend 7 days of each month actually ruling, we are left with plenty of time to explore the surrounding region as adventurers. We have to be cautious though. Should any of us perish during our travels, it could prove disastrous for the kingdom as well as ourselves!

We will want to leave some time for our downtime days as well. A business won't run itself you know! (Actually it will, but not nearly as efficiently.) Your predecessors and I generally spent a week ruling (often at the end of the month), a week adventuring, and two weeks running our personal lives (running a business, crafting magical items, etc.) out of any given month.

You may wish to familiarize yourself with the Exploration rules from Ultimate Campaign as well as our Kingdom-Map (which cost me ~$50 and dozens of man hours to put together). Yay for being a graphic designer! Every dot on that map is an area we have either encountered, or heard about. The red fog denotes unexplored regions. The rest should be self-explanatory or in the key to the bottom and right side.

I've always wanted to start a second settlement at the giant tree where the mites used to live (E39), but it was never really practical to do so before. Please recall that for every hex we add, for every settlement we found, our kingdom's control DC increases by 1. Therefore we need to take steps to ensure that our Economy/Loyalty/Stability ratings keep up. It also pays to have our ratings far surpass said DCs, if possible, since many of those kingdom checks have scaling successes.

I second the vote for a stockyard...I confess to knowing little of construction. My fan--ah...my past is mostly with influencing people for capital rather than the economy.

"Being a brother of Gorum, what is your military experience? I have ideas for how I'd like to train our fighting men. Experience with the pike is essential to holding off cavalry charges and being able to switch to sword and shield for hand-to-hand combat is also important. Once the core of our army is trained up, I'd like to focus on cavalry and then on to specialists....I noticed a lack of...dwarven influence in our training grounds. Do you know of any dwarven settlements in the area?'
