Riva attempts to call to mind what she knows about lycanthropes, and even does some research at her library on the matter.

Lycanthropes are humanoids with the ability to turn into animals and animal-humanoid hybrid shapes. Natural lycanthropes are born with this ability and have perfect control over their shapechanging. Afflicted lycanthropes contract this ability like a curse or disease from another lycanthrope; they sometimes change form involuntarily.
A creature that catches lycanthropy becomes an afflicted lycanthrope, but shows no symptoms (and does not gain any of the template's adjustments or abilities) until the night of the next full moon, when the victim involuntarily assumes animal form and forgets his or her own identity. The character remains in animal form until the next dawn and remembers nothing about the entire episode (or subsequent episodes) unless he makes a DC 20 Will save, in which case he becomes aware of his condition.
A remove disease or heal spell cast by a cleric of 12th level or higher cures the affliction, provided the character receives the spell within 3 days of the infecting lycanthrope's attack. Alternatively, consuming a dose of wolfsbane gives an afflicted lycanthrope a new Fortitude save to recover from lycanthropy.

Riva discretely converses with her companions, "Er...uh...if that rumor about a lycanthrope being among us proves to be true, it could lead to a massive outbreak. We may want to isolate all those who had recent contact with the victims as a matter of precaution. Keep them under guard at the castle until the next full moon perhaps."

"Good day Ms. Lavinia." Rory says as he approaches the hunter. "I trust you've heard of the strange killings that have happened over the past two nights. Word travels fast around here. It's actually what brings me to you. Your kingdom requires your talents, might you help us locate the killer before he strikes again?"

"Besides the knowledge that you've helped keep the people of your kingdom safe, I'm sure we can make it worth your while in other ways as well--a hefty fee upon success, or perhaps ongoing employment among the cities rulership--provided you can prove your worth in this matter, that is."

I don't want to do too many things at once, hog the limelight or whatever, but I'd like to see about tracking down people who may have been attacked or bitten by wolves or wolf-like creatures recently. If I'm too busy with the research and negotiating with the hunter at this time, then perhaps I could task Sootscale and Kesten to do it, or perhaps Adular and Eldric if they wish.
I want to have any such victims gently taken into custody (under false pretenses if need be) for the duration of the full moon. Riva is LN and thus has no qualms about lying or inconveniencing her people for the greater good, but she also doesn't want to spread any more rumors or fears that may lead to widespread panic.
As there is no hard evidence of lycanthropes yet, this is primarily a precaution taken against the worst possible scenario. Better safe than sorry.

You follow Lavinia so the copse of trees the track went into. She finds a puddle where the tracks go in and human footprints come out. She continues to follow the tracks muttering to herself every now and then.

Then you the track go back into the city. "This is where it gets more difficult anyone else would lose the trail here, but do not despair I'm the bests tracker in the greenbelt."

She needs the help of her wolf as this point but she manages sets about proving her point. The trail leads to the Stag Head Inn.

"See, why can't I do both," Rory says with a grin. Before heading into the Inn.
When he entered he was instantly singled out as the mayor. He expected this and exchanged the usual pleasantries. After that he ordered a drink and went on the empty stage. People started murmuring at the treat, their lord mayor was about to put on a show for them, something he rarely did in his own theater.
He began to act out a story of a warrior who saved a small town from a dragon that had laid claim to the area. Occasionally, he would pull people onto the stage to help him with a scene and to spread the enjoyment around.
When he finished the tail he sat on the edge of the stage and began to speak casually with the patrons around him, asking them how their days have been, what could be done to help the city. He wanted to be sure to ensure they were already used to the questions and hope they wouldn't be defensive we he asked the questions that mattered. "What about any new people. Anyone you think we should keep an eye on? I want to be sure we're keeping our neighbors safe." he asked.

Rory thanks the folk for the help after asking them a few more questions about town, excuses himself to get another drink. This time, when he leaves the bar he walks towards the wandering tribesman.
"Afternoon," Rory with a calming smile. "I haven't seen you around before. You new to town I suppose?" Rory pauses for a moment before laughing slightly. "I'm sorry, where are my manners. My name's Rory Ward, I'm the lord mayor here."

"I can relate. I spent the later half of my youth traveling with a troop of entertainers. Never in one town for more than a day or two. But everyone needs a home, s'why I love it here. It's my first real home since I was a babe." Rory says as he seems to lose himself in his memories.
"Sorry for taking up your time. Here, next few rounds are on me." Rory says and tosses him a silver coin before getting up. He wanted to be sure he was kept busy for a while as he headed to the front counter to ask about the man with the inn keeper. Though he never gave him his name, Rory remembers the other villagers saying it was Kundal.
Should I roll something to hide the fact I'm up to something myself? Would that be a bluff check? I'm not really lying about buying him a few drinks since i gave him the coin. I'll roll one anyway, just in case.

Rory approaches the innkeeper and asks "Anything you can tell me about that Kundal fellow? Something feels a little... off about him."
Gonna make a local and diplomacy check here. Diplomacy to make the innkeeper more helpful and local to get any info the villagers may not know.

"Many thanks" Rory says with a smile as he takes the key. He glances out the front window and sees Riva standing in the distance and focuses on the area around her. casting ghost sound Around her she hears the sound of footsteps on wooden stairs, the sign to meet upstairs in the inn. He then moves to wait for her on the second floor.

"This guy, Kundal, he's a wanderer that just showed up a few nights ago when the killings started. The other townsfolk feel a bit uneasy around him. I tried to talk to him but he wouldn't give up much. He's hiding something though, I can tell that plan as day. Which is why," Rory says as he shows her the key, [b]"We're going to check out his room. I know it's not exactly the best of things to do, but we need to follow every lead we have, and to me, there are a lot of things that point to this guy being our man. All we need is the proof."

"I say we put him into protective custody with the rest of them. I've already asked Sootscale to start rounding up anyone else connected with recent canine incidents. I figure if its the barghest, or some other wild beast, we might get some answers as to where we can find him. If it's a lycanthrope, then we increase our odds of having it contained during the full moon."
"Perhaps you could invite him to the castle for stronger drink? If he gets suspicious of your motives, Perhaps you could just tell him that you are simply trying to promote your city to visitors in the hopes that they may stay, or perhaps have them spread word about what a great place Allania is. In any case, their is fine food and drink and a warm bed in it for him."

Riva opens the room's window and calls out for the city guard, loud enough to be heard by the passerby below, but quiet enough so as not to be heard over the din of the tavern downstairs.
"Send for the city watch! We have a situation up here."

Time in minutes: 1d6 ⇒ 5 - To determine how soon the guards arrive
5 minutes - 2 for getting 15, but not 20 = 3 minutes
So according to the settlement rules, a 19 means reinforcements will arrive in 3 minutes.

Trying to be both quite and loud at the same time is hard. When you come down the stairs Kundal is gone.
We see people going "pss! Up here!" in the movies and such ALL the time. If you aren't in the immediate vicinity, you aren't going to hear it. As far as Riva is concerned, if he heard it, this is simply further evidence that Kundal is not what he seems. Hopefully, that's not the case. Hopefully it's just bad timing and his leaving at that moment is merely a coincidence.
Did Riva see him from the window per chance?

Clearly dismayed, Riva mutters, "And that is why we brought a tracker my friends."
Riva leaves a sealed official note with the bartender for the city watch once they arrive. It indicates the identity of the most recent suspect in the killings and instructs them to search for and apprehend him upon sight.
She pays the bartender 10gp for his discretion.

Lavinia can only track at half speed at least in a city can't afford the penalty.

And it is a busy time of day lots of people are getting in the way. She still manage to keep find the trail again, but progress is slow. Night is falling by the time she fallows the trail out of the city.
