The necromancer begins to cast and tumbles to the ground, but still gets the spell off no damage so did a straight concentration Then he stands, as a nasty cloud fills the hall way, and spills out

Mini, I think it qualifies as Vigorous motion, so a 10+Spell Level to concentrate. Not that it probably mattered.

Fort Save: 1d20 + 2 ⇒ (1) + 2 = 3 Ouch?

Fernus feels immediately sick as the waft of the noxious cloud fills his nostrils and he almost chokes in the vomit that comes up. He heaves on the ground, then stumbles as quickly as he can back up the stairs until he feels better.

Unalaq, not normally the brightest continual flame in the dungeon remarks dryly, "I think he's suggesting that he believes he should be able to create all the undead he wishes and that you're the crazy one if you think he can't. Whether creating undead is against the law or not, he should have turned you over to the sheriff, not imprisoned you himself. We should take him back to Sandpoint for trial. They may need to send him on to Magnimar."

He turns his multifaceted eyes on the necromancer and says, "No wonder you didn't want me to use any magic earlier. Sadly for you, that means I have magic now.", and places his hand into a pouch, tightening around a Boro Bead, and willing his extract of Detect Thoughts to refill.
