It's a very tricky situation indeed, and I agree that letting him go would be the best course of action for many Pathfinder agents, especially after seeing what the Chelish jailors did to their prisoners (I'm referring here to the ballista torture). As you may have guessed, the secondary success condition is tied to Alazario's survival, and bringing him to Chelish justice, unfortunately.
With the disks recovered, you can return to Absalom and secure the artifact within the Pathfinder Society’s vaults, with Adril Hestram's compliments. Alazario is now alive and free, so is Jirandiel Waverider. While the first will be eternally grateful for his life, the second vows to find you one day, and get her revenge! The Mayor of Egorian, eventually learning that the Society had a hand in his infamous cousin's escape, refuses to accept the fact that you didn't bring him to Chelish justice.

It seems odd that there would be an expectation that he'd be brought to Chelish justice, when there's a whole faction - Andoran, obviously - that opposes much of what Cheliax stands for. It's especially tough for Terrill, because he's all about individual freedom, especially from any kind of incarceration that might be a little bit unjust. Ah, well, no point whining.

It's okay with me. I don't mind missing out on PP once in a while when the Society's goals don't necessarily suit our characters. I had a good time in any event. Thanks a million for running us through this one Lithrac!

I don't disagree, it just seems a funny thing to have made a condition for the second PP - but I tend to have way more PP than I use, and they're not why I play the game, so it's not a big deal.

Yeah, it's a strange mechanic for sure. I'm not always sure how I feel about it, because some of them are darn hard to get. And then my own inquisitor was in a game where we got the XP, but mangled the last fight (let the bad guys escape, but without getting certain promises from them) so that we got 0 Prestige. Definitely a strange one, that. Could have been a failed mission or TPK if the GM hadn't decided the NPCs wanted to get away more than go for the throat.
