The door swings open at the first knock! A wide stairway at the center of the room descends deeper into the stronghold and is surrounded by a fine wooden railing. Mold crawls along the walls from the doors on each corner of the room, yet a large ceiling mural of a vibrantly colored sky remains untouched by decay. Three scarred frog-people stand with spears ready, while two tall humans stand across the room, wearing elaborate masks and wielding tridents! One of the humans calls out "For Zhanagorr!"

Nienna fires at the masked figure to the south! Her arrows hit, but she doesn't seem able to catch them flat-footed! Exiel moves up, with 42 dancing in along beside him. 42 strikes, his sword wounding the frog-man, but not severely.
Both masked men concentrate on Exiel and 42, giving them glares that seem to make their skin crawl! Will saves from Exiel and 42, DC 14 or -2 to all saves for 5 rounds. On a success, -2 to saves for 1 round. The two men then separate, one heading north, the other south.

He notes the number of enemies conveniently gathered together and launches a relatively stock-standard (by Ralph's unusual standards) fireball into the room, narrowly excluding 42 from the blast radius.
"Thank you for bunching up. Allow me to express my gratitude," he laughs with a bit too much glee.
If Ralph knows that they have no fire resistance or immunity, it will be a heightened intensified fireball (DC23).
If he knows that they have resistance/immunity, or if they are vulnerable to any element, he will make it a heightened elemental fireball (DC22) of the element they are most vulnerable to.

The boggard next to 42 lets out a cry of anger and stabs repeatedly at 42! Spear: 1d20 + 15 ⇒ (15) + 15 = 30 for 1d8 + 11 ⇒ (2) + 11 = 13 damage! Alden and Naala move through the door and up to the boggard harrying his allies. Naala will attempt to bite/trip it, and Alden will help his allies with an Authoritative Command.

And up to four times in the round, adjacent allies will gain a total of +15 Dodge bonus to AC from Alden and Naala's Bodyguard feats. If one of those attacks would still hit, Alden will jump in the way of it and take the damage instead using In Harm's Way

That's from the Core Rulebook on charging, so the answer would be 'no'.

Alden and Naala dart in as Naala snaps at the boggard and forces him to his back! 42 casts his spell and ends the threat of the frog-man for good!
Exiel, seeing the boggard is down, goes after the northern human! He hits, though his perfect shot is spoiled when the man shifts slightly to the left.
Nienna sends arrow after arrow at the masked human, the final shaft ending his life!
The Southernmost human flies at 42, his trident ready and his eyes mad! Charging rage: 1d20 + 16 + 2 ⇒ (2) + 16 + 2 = 20 for 1d8 + 8 ⇒ (6) + 8 = 14 damage! For all of his mad power, he misses 42!

Ralph briefly considers ending the fight with a second fireball, but decides to save his spells for a more worthy foe. His first fireball had been enough for these simple foes.
"Well, if it's down to fisticuffs, you lot should be more than capable of finishing up here. Just stick close to Alden," Ralph says blandly and with a hint of boredom as he activates his ring of invisibility once more and flies into the room to check out the yawning stairwell in the middle of the room.

Ralph glances down the stairs heading deeper into the tower and notices a strange face peering back at him! It seems to be a human sized turtle, with a curious head that is bowl shaped and holds water. It doesn't seem to be doing anything save watching the battle unfold, and makes no effort to aid or hinder either side!
Alden spears the cultist, whose mad eyes don't seem to notice the wound! Lavode's heavenly fire hits the boggard, who lets out a croak of pain!
The boggards glance at each other and the SW one charges beside the human to attack 42! Attack: 1d20 + 15 + 2 ⇒ (19) + 15 + 2 = 36 for 1d8 + 11 ⇒ (4) + 11 = 15 damage! The other one decides that discretion is the better part of valor, and flees into the swamp!

Alden's aid saves 42 from any injury, while Exiel stabs the boggard again. He is rapidly losing blood and seems to be slowing.
Handwaving, because, well, he's going down. Through a flurry of arrows and strikes, the last boggard falls. Everything goes quiet. Ralph can see the kappa slowly edging back down the stairs, moving as quiet as a churchmouse.
