You can't take 20 if there is penalty for failure because a takeing 20 is supposed to represent you trying several times and always takes 20 times as long

Gem that would work. Your 'Readied Action' would be triggered as he begins to bolt, but since your initiative is first, it depends on if you get the perception check, then you could act before him in surprise round rather than doing the reaction.

Fixit, if you get the perception check you get to act in surprise round, allowing you to make either a move or standard action. Once surprise round is done we will do Round 1 actions.
