you find the mayor in his office, it is a small room with a desk, a couple of chairs and a few bunch of paintings hanging from the walls. he is asleep at his desk.
gather information normally takes 1d4 hours and I don't know how that puts Uriel in a time frame with the others. Just looking for some clarification. IF the other two went to the mayor as a result of Uriel's questions, he would have went with them to the mayor's office.
Caelash says sternly, "Listen. You are responsible for the well-being of your town. You are not doing your job, we are. That is not acceptable!" Caelash pounds his fist on the table and continues, "We are here to help, not do everything. People in your town have been murdered, possibly tortured and mentally violated. Some survived. Everyone in your town is not only thankless, but are not doing a blasted thing to help! The way I see it, either you are with us, or with the aboleth fish-demons preying on your people."
Caelash draws his bow and trains it on the mayor, speaking calmly now, "So. Which is it?" Caelash cocks his head, almost imperceptibly to one side as he finishes the last word, and raises an eyebrow.

his entire posture changes into something much more aggresive and impossing "As a stranger who hasn't been here all that long, you don't have the right to tell me what i've done or haven't done for this town"
Bo still trained, Caelash says, "You are napping at your desk while your community walks around like zombies. There is not even panic. Something is not right here. Why are you all acting like this isn't a big deal???"

We are not asking you to stop your day to day activities each and every time someone goes missing. We are telling you to stop your day to day activities when a lot of people go missing and are found.

It is obvious that Caelash is not satisfied with the mayor's apathetic responses, and his knuckles whiten on his bow. "Not someone! Dozens of people!! Some were already dead and rotting, the ones we rescued may never fully recover from what they experienced."
Caelash shoots the table and knocks his bow again, still aimed at the mayor. "Unless my companions disagree, I hold you responsible, due to apathy and inaction. Make this right, or I will kill you, and we will make it right ourselves."
If the mayor yells for the guards, or shows any sign of resistance, Caelash shoots him, but only if Ian and Uriel do not protest/take the mayor's defense.

When confronted with the fact that someone within the town is most likely aiding in the kidnappings. you respond with small sacrifices have to be made. So, be very specific and tell us what those small sacrifices are. Refuse to answer and we will see whether or not my elven friend can fill your body with arrows like a pincushion before I lop off your head. What are those small sacrifices that you spoke of with respect to me mentioning someone in town aiding with the kidnappings? Now!
Uriel studies the mayor for evil despite doubting its presence.
Ian says "The one we found in the cave that took seven prisoner and many more left rotting and dead. Then what were the small sacrifices you made and to whom where the sacrifices made? "

Everyone in the town appears to have taken these abductions matter of factly. Perhaps we should take the remaining children with us and under our wing, leaving this town behind.
After stabilizing the mayor and speaking, Uriel commences to tie up their new captive.
"Kidnapping the children, for their good or nor, will not prevent further births. But it is a good last resort." Caelash moves to a painting on the wall, and removes the painting, "There's something behind this..."
