"That isn't something I can promise. Getting information is vital, and nabbing funding is probably gonna' be more vital--" Gods only knew it was her #1 worry in life so far. "--but at the end of the day your sisters would have to be cautious to avoid attracting attention while you're doing what you're doing. I can promise that we won't knowingly send you into a likely combat zone, and I can promise backup if something unexpected happens and things go south on a routine mission or something... but I can't go saying that there's a 100 percent chance none of them will be in serious harm at some point. Not even I can see that far ahead."

"Um... and these are my..." She trails off. Companions? Co-conspirators? Meatshields? She isn't sure how to quantify the relationship.

"Well, they're sort of in on things too... right?" Someone save her, she's floundering before the hellish opponent that is 'societal pleasantries.'

Gonna move you ahead, feel free to RP for a while but I like you to start the discussion of the next chapter.

Once you return to Laria she thanks you with a sad face upon the news of the death of her friend. She allows you to use the Wasp Nest as a starting base for the rebuilding of the Silver Ravens.

From here you are to start doing the rebellion phase at the beginning of a new in-game week, I need you to each take one of the commanding roles in the player's guide, one of you must also take the leader role.
Thanks to Meliora's diplomacy you start with a bonus team that doesn't take a number of the allowed teams you can have in the rebellion. The Fushi Sisters gives you the possiblity of doing the events Earn gold and Gather Information. Once you have decided on your roles the leader will have to do the first activity and event phase.

You will also be going into the next part of this adventure as Level 2

As you begin to look around the hdieout making sure nothing els unpleasant lives in here you stumbled upon a secret drawer in the base of the statue of Calistria it's submerged in water so all the paper that was in it is disintergrated, but you manage to salvage a gold holy symbol of the savored string aswell as a +1 whip becuase it's that deity.

Rexus also comes to you "I would like to take one of the back rooms near the bunkroom. I'll set up a small study and begin to decode all the documents we found under the Fair Fortune, it's going to take some weeks if I do it alone, so if you any of you are skilled in linguistics and can read elven, strix and celestial can give me a hand to shorten it a little bit."

"...Just elven and celestial..." Meliora mutters, scratching her forehead. "I could probably help if I could get my hands on a scroll of comprehend languages to add it to my book. She doesn't really have it in her to ask for either the holy symbol or the whip--she can't use either, and while she's a follower... well, they're both worth a lot of cash. There's definitely another one of those complicated expressions when she sees them, though.

Since it's usually half the cost of scribing the spell into her book to copy directly from a fellow wizard, could Mel find someone who'd let her grab Comprehend Languages off of them for a total of 5+10 to scribe=15 gp?

"Did anyone hear anything since Thrune took over that could give us another lead? Places that are vulnerable, or things we can look into to give us a leg-up in finding some support... heck, even wrongs to right. You guys like righting wrongs, right? Right. We're gonna' need good public relations almost as much as we'll need to focus on keeping things quiet."

When she gets a chance, she'll also have to ask Lyra if she has any advice. The halfling's been running an underground escape crew for a while now, right? She has to have some insight.

Okay... it's time to move ahead with rebellion tracking stuff.

For the start, Meliora will be holing herself up as the strategist (at the very least, she feels sure that she doesn't qualify for much else), and ask Canacha to subtly talk people up and suggest that a rebellion movement would be a good idea. Welcome to being forced into Party Demagogue. Everyone else gets to be recruiters, because we need support literally right now. Rexus doesn't feel comfortable leading, so we won't put him anywhere... but Laria would serve as a great temporary Partisan with her 14 wis, so we'll put her there until it's time to do a shuffle and get one of our guys into it. Sadly, only PCs can be recruiters.

We're skipping the upkeep step for the moment, so that doesn't occur this time. Thanks to our actions earlier, we start with 3 supporters.

Our first action for the week will be to recruit supporters. This will cost us our treasury value, which is 10. Luckily, we start with 10 gp in it!

That's going to be a loyalty check at DC 10, and assuming we get no other bonuses it's just Canacha's +3.

Nice! That means we get 1d6 supporters, + the level of each recruiter who we had active. With three level 2 characters, that makes...

Supporters: 1d6 + 6 ⇒ (6) + 6 = 12

A rocking week for the rebellion, for sure. The Silver Ravens have 15 supporters now, but we don't level up yet--we have to keep them until next week.

For our second action, we'll use the Fushi Sisters to Earn Gold. They've also been assigned to Canacha (because Meliora is totally pushing extra work on her because she called her 'Melly' that one time), meaning that their roll gets her +3 charisma bonus, on top of a +2 bonus from being the strategist bonus action. With a security bonus of +2 (thanks Laira!), that brings us to a total of +7. We need to get our treasury back up to 10 gp, or else we'll have some negative effects next turn, and that means we'll need a 3.

Security: 1d20 + 7 ⇒ (3) + 7 = 10

The security roll is multiplied by their tier (Tier 1, as we established earlier), so they earn us 10 gp for our coffers. That's exactly enough to make up for last week's spending spree, but we might run into trouble soon if the rebellion winds up growing. With no actions left, that ends our activity phase.

That leaves the event phase, where there's a 20% chance that SOMETHING HAS HAPPENED.

Event! (1-20=event): 1d100 ⇒ 17

That roll means something has happened, and what it is is equal to another d100 roll + the city's danger rating, which is 20 right now.

What happon??: 1d100 + 20 ⇒ (51) + 20 = 71

71 is missing in action. One of our teams who went out to do something completed their goal, but then went missing. We'll need to make a security check next upkeep phase to get back the Fushi sisters. Well, can't say Mel didn't warn them.

Actually the rebellion phase if slowing to a crawl every time my players use it in livegames. Here you can talk what you want to do next time when I tell you it will soon happen again and Mel as leader can make the choice what actions are best to take.
I have a few things. I would make a tablet to show the named allies you are getting to recruit through the game.
As long as you keep Laria an ally you get a +2 loyalty check to take Recruit Supporters action.
Rexus as an ally does each week reduce your notoriety score by 1 (to a minimum score of 1) at the start of each upkeep.

Laria comes into you smiling "It seems we have had a quite good start off to this rebellion, now some advices upon building a successful rebellion there is five phases to follow that ensures we can survive both the rebellion. First step as you have already started goes to rally and recruit supporters and allies. Step two would be to secure a stronghold that can sustain a growing rebellion, but the Wasp nest should be a good starting point for you. Step three is rather important, if we want any chance to defeat Thrune and keep Kintargo we need to get regional support from the outlying area around the city. Step four will be to finally move against Thrune and take the city back and throw our Lord-mayor out on his ass. Lastly we need to prepare for the future and find out how we can keep Kintargo out of Thrune's hands."

During his downtime, Jack does a little asking around about certain people.

For the GM:

Jack wants to learn a bit more about a couple of his new would-be allies; he'd also like to poke around a bit concerning the Rose of Kintargo for Lena.

EDIT: I probably should explain a bit just why/what Jack wants to learn about Canacha and Meliora. He finds them a bit...quirky, shall we say? If he's to join an actual rebellion against the Lord Mayor (and possibly the House of Thrune), he wants to know that they're more reliable than flaky. So he'd be digging a bit into their backgrounds and history in Kintargo to determine if they can be trusted. Jack might look into Mic and Lena later, but for now he has confidence in Mic's attitude and leadership qualities and is taking Lena at her word that she's new to the city. Besides, it's kind of Jack's MO--gathering info for his family about the movers and shakers in the city.

Looks like that took a total of 11 hours; Jack would probably split that over a couple of days and make a report to his father during that time as well. Heh--looks like Jack was in full Stalker Mode while researching Canacha and Meliora!

When Jack next returns to the rebels' headquarters a couple of days later, he tells Mic (and anyone else present) that he did a bit of further research on Clenchjaw's Tavern.

"Seems there's been an influx of new customers there who used to visit the Thrashing Badger--one of the places that 'accidentally' got burned down during the Night of Ashes. Apparently, there's a level of culture clash between these new folks and the old regulars of the place, and there have been some fights and other incidents. Clenchjaw himself's got a bit of a warrior background himself, though that's about all I learned of him. Want me to dig deeper into Clenchjaw or maybe try to learn more about the Thrashing Badger so we can figure out why Thrune's goons targeted it in the first place?"

Compared to kingdom-building, this is actually pretty easy. If you guys let me know the direction you want to take things, I can sort of work towards it. For the start, though, imo the best option for the immediate future is going for a strong economy so that we can afford to do things like recruit supporters asap.
