How about the following:
We find out where said goons usually reside, take them out in some way or another and tie them up to a horse. We ride out of town with a/two horse(s) and deliver them to Michael :D. He'll have some forced laborers, i'm sure he'd smile at it. Maybe the dwarves and kobolts will have a laugh at them.

@Silas Yes you can use your stored capital to have a rally and yeah aid anothers would definitely work.

What Silas says is true, if you play on the Eagle Knight part, you could try to claim you're wanting to become one yourself.
This way you could use Intimidate, to try to get them more afraid, seeing as violent oppressors are also sort of enslaving people...

Okay, I'm sorry it took me so long to post, but I wasn't sure of the mechanics I wanted to use and that would be acceptable to the DM for snooping and gathering evidence. Then internet troubles hit and by the time I figured I'd bite the bullet and just wing it (and if it got shot down, so be it ;) ) well, by then I had trouble getting a post through :(
And I had thought Lady Cirthana was on our side, but just to be sure, I'll have Luc ask about it as requested.

Thinking about Baelson's speech it just occurred to me that there's a number of things we could do to help:
1. Inspire competence is a +2
2. Diplomatic aid another's
3. Eagles's spleandor or lend him a +2 charisma item
4. The fete should hopefully grant a circumstance bonus.
I hope we can help him sway some indifferent voters.

Well this *is* a consortium town, no way they're going to let us just walk over them.
I think even if we don't win, they're likely to loose longterm. We should think about a backup plan were we call in the real eagle nights and or turn into guerilla fighters like Michael suggested way back.
Still plan A should be to win. I do like Hecktor's plan and I think we should do that. Its kicking the ants nest and who knows what plot hooks will fall out.
Also we need to make a big splash at the rally. Let's throw some cash and spells around. Big illusions of VOTE BALESON! Abuse the heck out if cantrips for canned laughter and applause.
Get a few of our people into the crowd to follow suit with the applause.
Also we know the opposition plan to gatecrash. We need to turn that to our advantage somehow. Make it look like we invited them and they came at our call.
Challenge them to a debate. Baleson v Kreed.

We know roughly were they were looking for an eagle knight. I suggest we choose one location and get Hecktor all dressed up to ride as if he was coming into town and stop to 'consult a map' near the ambush site. Hopefully precipitating an ambush at a time of our choosing.
Both Lucanor and Gilmork are good at sneaking and hopefully can locate the enemy and arrange a surprise for them. Probably scouting before Hecktor swings by. Would be good to know how many foes we face.
I'm not sure what to do with Silas but perhaps he could be Hecktor's valet?
The message cantrip may be handy for communications as will the triple time masterwork.
I'm tempted to ask some of the deputies to swing by a few mins after Hecktor consults the map. Idea is to try and take them alive, although if push comes to shove we may have to use lethal force.
Guys, any improvements to this plan? Probably want to keep it simple or it'll fall apart. :)

Ok, traveling most of the day tomorrow but if you guys can get me a bit more info I'll get a map posted tonight and we can do the ambush.
1) Who is dressing as the Eagle knight? (Hecktor I think? Someone roll disguise for him)
2) Is anyone traveling with him? (Disguise or Bluff to conceal the truth)
3) Is someone hiding nearby or traveling stealthily nearby (Stealth, can take 10 if you want or 20 if you have a spot.)
Your plan hinges on kinda knowing where the ambush will occur. If you don't then its possible the others will be waiting in the wrong spot

OK so the rally.
We want to make a big splash - we've got 63 influence to spend according to the loot log. I'm not sure how spending influence will pan out for the election rules. The closest thing I found was promote a buisness, but +5 or even +2 on the roll for each point of influence seems a little too good. Perhaps it all amounts to a +2 or +4 circumstance bonus - a crowd that's been well fed and entertained is likely to be more receptive to Baleson's speech.
You can spend 1 day of downtime to increase interest in a business, temple, organization, or other local fixture. You can also spend one type of capital, depending on how you want to promote the business. For example, if you want to promote a bakery, you can spend Goods giving out free pastries to people in town, Influence to get the mayor to visit the bakery and praise its food, Labor to hire workers to stand with signboards advertising the bakery, or Magic for a memorable illusion that draws people to the bakery.
The promotion increases activity at the site for 1d6 days. Choose one capital the building generates, then attempt a skill check for using skilled work to earn capital, using Diplomacy, Knowledge (local), or Spellcraft. Add 5 to your check result for every 1 point of Goods, Influence, Labor, or Magic you spent to promote the business, then use the skilled work option to determine how many additional resources the business generates over the course of this increased activity. If you're promoting an organization without a physical building, each Good, Influence, Labor, or Magic adds only 2 to the check instead of 5—it's harder to encourage people to be patrons of something they can't physically visit.
The business you promote with this downtime activity doesn't have to be one you own.
If the building or organization does not generate capital (such as charity that takes care of war orphans), the promotion generates either gp or Influence (your choice) .
We are expecting some of the consortium to gatecrash - knowing this, we could say that Kreed was challenged to a debate with Baelson. So if they do turn up it looks like it's at our bidding (well maybe, kind of depends on their behavior).
Baelson doesn't have the best diplomacy score, but perhaps we can get him an Eagle's Splendor from somewhere - Gilmork are you able to do that? (I assume there hasn't been time to craft anything yet). Diplomacy aid another and bardic inspire competence should help too.

I just saw Niles' post on this topic from a few days back.
Public Appearances:
Once per day of game time, each candidate may make a
roll to increase his vote score by making public appearances.
The character must encounter at least 50 character
levels worth of potential supporters that day in order
to earn a roll. This could be five 10th-level characters,
fifty 1st-level characters, or any other combination of
characters whose levels add up to 50 or more.
The candidate may meet potential supporters at a rally,
a series of meetings, or just walking down the street
pressing the flesh. (Any or all of these activities can be the
beginning of a detailed adventure, of course.) Depending
on whom the candidate meets and under what circumstances,
decide how friendly the audience is and what
skill the character uses most to win support.
The character may use Bluff, Diplomacy, or Perform (oratory),
to influence his potential supporters. They may be
classified as Hostile, Unfriendly, Indifferent, Friendly, and
Helpful. Once the relevant skill and attitude have been
determined, the character makes a skill check on the table
below. This table is intended for PC candidates. You may
use it for NPC candidates as well, or you may simply roll
1d4–1 for each candidate on each day spent campaigning.
The result is added to the NPC’s vote score.

Hostile 35 +1d4+2 vote score, –2 vote score of an
opponent of the character’s choice
Unfriendly 30 +1d4+2 vote score, –1 vote score of an
opponent of the character’s choice

So lets say we went for an Unfriendly crowd, that's DC 30. Lets assume he uh rolls a 2. He has a base of +6 diplomacy.
Bonuses:
Eagle's Splendor: +4 cha -> +2 diplomacy
Bardic inspire competence: +2
Diplomatic aid another: +2 (do more of these stack? Would be nice for everyone to get a say if they like)
Diplomacy score: +6
d20: 2
Influence needed = 2 x (30 - (2 + 2 + 2 + 6 + 2)) = 16 * 2
If we spend 32 influence on the rally, he should be able to swing an Unfriendly crowd. A hostile crowd is probably tempting fate so I think we shouldn't risk it.

I honestly doubt that guy knows anything significant, although he did just admit he was paid by bloodeye to help grease somebody.
I don't think we can use this info directly in the election (because impersonating an eagle knight is illegal) but frankly I'm beginning to think its time to get rid of bloodeye, but somehow I don't think that is going to be easy. I also don't think we'd get away with just assassinating him, even if we could - there would be consequences.
I think we should offer him a plan to turn states witness and testify against bloodeye, in exchange for a lesser sentance. What do you think?

So Boodeye has around a dozen goons. Don't want to take them on diectly. If we get forced to take him out, we'll need some ruse to separate him.
On the flip side, we've basically declared war on him. He may try to assassinate one of us. If he trys I want his head and damn the consequences.
