I'm a bit confused on only having 1 move action. The reflex to grab a ruby was in the surprise round I thought. Round 1 he hasn't taken any actions besides spotting a ruby. Wouldn't that give him a full round worth of actions still?

The scramble for rubies is a chaotic mess. People are grabbing and shoving and scuttling through a mess of boots and chairs and bodies, looking for the scattered gems. In one corner, you hear a cocky halfling rogue hold up two gems, grinning, “I got mine! What are the rest of you doing?” Then half the room converges on him, and you hear, “Uh-oh!” as the boastful little halfling frantically attempts to tumble away.
Fimbir, Varuna and Archon each manage to spot and grab rubies, but now your group’s success has made you a target! You see four people with ample black and green cloaks approaching you. They have their swords raised, ready to attack. “Hand over the rubies now, or feel the bite of our blades!”

Fighting and scrambling for rubies is still happening everywhere in the bar. You see a brawler punch someone in the jaw, and others leap on folks who are obviously holding the little red gems.
The packed nature of the bar means that no one can double move or charge. It is not difficult terrain though, as everyone is in constant motion. On your turn, you can fight your challenger, or you can search for rubies with a perception check. Or you can try to steal a ruby from another group. Or you can try to leave the riot.
So many options! You can move, but please remember that you can make no more than a single move while you're in the Dregs.

Nemis uses his inner power to conjure an armor, Varuna stores both of his rubies and draws his rapier while Fimbir fires a flaming ray and Van Helsing doesn't wait the hostilities to start to fire a well-placed bolt into the rogue with a purple bandana!
The rogue with the red scarf seems to be staggered by the flames but still stands. The gnome however immediately recognizes the rogues as members of the pathfinder society most hated foes: the Aspis Consortium!

The red scarf and the purple bandana step forward to hit the gnome. Red tries to attack but fails and falls unconscious due to his bleeding, however, Purple connects twice!

With a quick whispered prayer, suddenly the room is filled with a blinding flash, more powerful than it aught to be, centered directly between the three thugs. With luck, it will not harm them at all, but if their true self follows the easy path, such light might be lethal.

I thought about it a great deal before posting. I was really hoping to avoid harming folks that are not actively attacking us, but at the same time, people are outright attacking and threatening my friends. So, yes, although to be honest I'm intending it to be more of a show of force to get them to back down, or at least give us a chance to escape rather than to outright kill them.

ok, so let's go this way. By the way, as I said earlier only the "ninja" icons are attacking you... for now. I assume "centered directly between the three thugs" was meant "between the two thugs," unless you want to harm people that are not threatening your group.
Archon chooses to evoke a burst harming the thugs, but not only them. Suddenly, what appeared only as a brawl is now a serious fight.
Some fall to the ground, wounded and blinded. Others converges to what seems to be the source of the spell: the good cleric!
"Kill him!" they shout, angry.
Two try and succeed to tumble in Varuna's zone to reach the cleric. Two others understand, as he tried to attack the rogues, that the wayang is allied with the cleric so they attack him instead. Varuna parries the first attack and kills the man. Each other rogue fails to land a blow on the cleric, too dazzled to aim good enough.
The purpled-clad rogue misses Fimbir twice.
