"Well, I don't breathe any more so I guess smoke inhalation won't be a problem," Electron says with a shrug. "I can't drag anybody out, but I might be of some use finding them, so off I go..." he adds as he pops through the electrical grid again and comes out in a shop across the street from the burning building.
Electron surveys the building, looking for a floor that doesn't seem completely overtaken by the fire but which may endangered by it and makes that the destination for his next electrical grid jump.

Ghost listens to the rundown from the fire chief before nodding his head. "Acknowledge. I'll do what I can to locate people." He takes out his rebreather and puts it in his mouth before running towards the building and through the wall, forgoing use of the door entirely.
He moves through the building, searching for signs of the missing people.

MINOTAR takes in the situation silently, gazing around slowly so as to not miss any details.Processing environment. Analyzing variables...@GM: I need some details if you can? Are there any building nearby of a similar or taller height? Space between these buildings? Any Fire escapes on any buildings nearby? I am assuming all the fire hydrants are in use nearby? Does the roof or one nearby have a water tank or collector on top? How many firetrucks are here? Are they the big trucks that are fully fitted out, or are these what they could spare from the airplane crash nearby? More basic details are key for the moment...?

Straightjacket's dad finally catches up. I can probably find the survivors, let's just go in.
He looks into a space where nobody appears to be "Yeah, didn't think of that. Let's go. " and he charges into the building.
He has a good bit of protection and regeneration and life support, so I don't expect a fire to be an issue.
His dad will just run in a grid pattern searching each floor ignoring walls and doors since he can pass through them.

Sorry to be gone so long, guys. Been a busy few days.
MINOTAR
There are several nearby buildings of roughly the same height. There are fire escapes on all the buildings. Unfortunately, there is no water tower nearby (the nearest one is about three miles away). There are four trucks, mostly what could be spared, and all hydrants are in use.
The chief briefs everyone quickly.
"Firefighter Michaelson was last seen on the third floor. He should have a radio, so either it's out of commission, or he is.
"They kid is supposed to be in apartment 5G. The adults are an elderly man in 4A and a woman in 7E.
"There are 7 people on the roof, awaiting rescue.
"Use frequency 151.10750 for communications."
The building is engulfed in flame, so there is no "clear floor." Fire is everywhere inside.

Straightjacket will look around to see if there is a large truck around with no occupants (of course there is, this is Grand Junction). He will pick it up and start moving towards the building while stretching out holding the truck above his head. (maximum stretching distance is 500', maximum lifting capacity is 800 tons at full size, so the truck is a light toy)
He stretches up over the outside of the building to the rood holding the truck up well clear of the flames, then he lowers it enough that people can climb on it, without putting a load on the roof.
"Get on, and I'll get you out of here!"
Once they get on board, he will again move the truck well clear of the flames and back down to the ground.

"I'll go for the kid. I think I can get him out." He'll head to the fifth floor and try to locate the kid.
"I got the roof," Nick said, jumping into the water rushing from the hose to it.

Emerging up top, he called out, "I'm getting everyone down, but we need to go through the water. Everybody beeds to hold hands with someone else. Make a chain. I come in at the end and we go. And you're gonna get hella wet, sorry."

Turning toward the building, MINOTAR steps to a clear area and aims for a window on the third floor. He then launches himself, feathering his jump jets for the angle of the jump.

Electron's eyes widen with the dire description of the situation. "Is it possible there are other people trapped in the building? I can't do too much to rescue people directly because, well, this isn't just a powered state - it's my natural state. But I might be able to search through for more trapped survivors."

Okay, will assume that Miss Meow's actions don't change.
Anyone who is inside the building, the smoke is a Progressive Affliction of rank 18 (resisted by Fortitude; Fatigued/Exhausted/Asleep (unconscious). The fire and heat are a Damaging DC 18 attack against Toughness. Both effects are Linked.
All Perception rolls on the inside are subject to a -5 penalty due to the noise and smoke.
Hydronaut and Straightjacket
Working as a team, manage to evacuate the people from the roof with only minor smoke inhalation, but it will take a few minutes (as the folks have to load up).

At the fourth floor landing, you encounter a problem. The next section of stairs has collapsed, leaving a gap of about 15 feet that you will need to traverse.

You arrive on the third floor. The apartments are numbered 301-330. You have no idea which apartment he was last in.

Thinking the firefighter must have a radio on him, MINOTAR tries scanning frequencies and trying to contact the firefighter directly.
"To the firefighter lost on the 3rd level...please respond. I am trying to find you, but I need help. If you can send me a sign or signal...anything to help me pinpoint your location...?"
Continuing to broadcast this across all appropriate local radio channels, MINOTAR starts opening doors and bashing aside debris while looking for the fireman. If he sees an unused fire extinguisher, he will grab it as well. He will also toggle his night-vision on or off just in case it helps him see better.

QNetic backs up a bit, and pumping his energy into added strength, does a running jump (routine running jump 21' at full strength) leaping the distance. The flames didn't bother him, but the smoke was obnoxious.

With an electrical crackle, Electron traverses the electrical grid to the 3rd floor to help Project MINOTAUR find the missing fireman. He starts in an apartment at one end of the hall and works his way toward MINOTAUR - teleporting across from one side of the hall to the other.

Take one bruise. You quickly find your way to the elderly man. He is unconscious and coughing heavily.

Take one bruise. You quickly slip up the stairs to the 5th floor. Finding the child is easy, as she is crying out.

You easily clear the distance and can find your way to the 7th floor. The apartments are numbered 7A to 7Z. You hurry to apartment 7E and knock at the door, but there is no answer.
MINOTAR and Electron
Both of you take one bruise. On the 3rd floor, MINOTAR notices the form of a man flashing between the rooms. He quickly finds his way to you, appearing by your side. "He's in apartment 1F. There a hole in the floor of 3F that he must have fallen through!"

Ignoring the overheat warnings his internal sensors were giving him, MINOTAR nods to the man made of electricity.
"Go. Try and protect him. My weight or strength might cause more debris to collapse on top of him. I will follow as quickly as possible to get him out safely."
Taking a second to process the new information, MINOTAR's tactical database quickly spits out a probable solution. He turns and jumps back out of the building
to the ground floor near the main entrance with a flash of booster jets. He then bashes through the main doors and moves at a run to apartment 1F.

"He fell two floors?!?" Electron asks with astonishment. Then he shakes his head and uses the electrical wiring to make the jump to 1F. Once he's there, he assesses the situation as best he can. He knows there's little he can do with an electrical body... but if there is debris that can be stabilized by safely arc welding some of the steel support structure, he could at least try that.
Toughness vs fire: 1d20 + 6 - 1 ⇒ (2) + 6 - 1 = 7
Unfortunately, it looks like I'm taking a bit of a roasting from the fire on that one. So maybe I'll plan on taking a recovery to shed being staggered.

Electron reaches the fallen firefighter and is relieved to see his chest moving. A few seconds later, minotaur bursts into the apartment. The walls shudder, but they hold.

You pull the last of the people from the roof.

You are still standing in the hallway. I now need four Fortitude saves; two for smoke and two for fire.

The building shudders violently and debris showers from above. A collapse seems imminent. Everyone make another set of saves if you are inside.

"This is going to feel weird." he says as they fold through the shadows. They are suspended between for a few moments before emerging in the alley across from the building.
If she's under 50 lbs, I just teleport. If she's heavier, then I spend extra effort to bring her along.
As they emerge, he says, "See, now we're safe!" He brings her to the medics, "This little girl's had a rough day and needs a little help."

MINOTAR does not hesitate to pick up the firefighter, strangely enough in a fireman's carry position, and turns to leave.

(1)Grabbing a chair or couch from the room with one hand, the robot sends it flying through the nearest external apartment window or door. MINOTAR then turns immediately as the building begins to groan. As soon as he has a clear shot for the window, he'll jump (no jets needed for 1st floor apt!) through and out to a safe ground area nearby.

Metal arm protectively around the fireman, MINOTAR sets off back down the main hallway as fast as he can, running for the nearest exit!

Oh, I'm in trouble.
Ghost hurls a shuriken at a window, breaking it, before grabbing the old man and saying, "Hold on, sir, we'll get you out of here as best we can." Moving to the window, he looks out and says, "Straightjacket! Take this man and get him to safety!"
He will then hand the old man off to Straightjacket, thinking, I really need to learn how to bring people with me when I teleport.

That just left the hero inside. Nick shrugged. Everybody needs help sometimes. He dove into the stream from the firehose again to ride up, emerging by the hero. "Grab on and I can get you out...but you're gonna get real wet." He held out his hand.

"You gotta be frickin kidding me." Q imagines shrugging and jumping out the window. Sighing, he instead looks for the cat, speeding up his mental facilities in order to calculate exactly how much time he has to clear the building before giving up the search.
