Ok ill come back have an idea for a really Silly PC
A 20th level PC is supposed to be a CR 20. Will those lucky/unlucky enough to fight a monster have to fight a CR 20 monster, and if so will you roll randomly for it?
I am asking out of curiosity, and I am bored.
The d20pfsrd has a whole section of CR 20's.

That is only for NPC's with PC class levels using NPC wealth. In any AP when they give the NPC's PC wealth they push the CR up by one. This was done in 3.5 also. It is not in the rule book though.
PS:I agree that CR's are more of an art than a science though. A 5th level commoner and a 5th level warrior definitely are not equal threats.

I'm going to have to back out. I don't have time to properly build a level 20 character. For the record I was contemplating a master summoner with invisibility and flight. Other trick too, but basically I was going to stay out of the way and summon a horde to beat you down. Buffing as appropriate.
