Restov is correct. You will not find a 13th level cleric. Funds could be withdrawn from the Kingdom, albeit with the potential for adverse effects. Your best option is likely Danna's father, a "retired" druid who recently moved to the area, who may be able to cast reincarnation.

I'd like to explore the borders of our lands some more, learn with whom we share our borders and what sort of trade is to be had. Our lands have been blessed with a few rivers, we should use them to build a reliable trade route through the river kingdoms to Brevoy. Brothels are not as profitable when the clientele consists mainly of locals. They need travelling merchants and sailors willing to part with their coin for a quick distraction. Besides, Finwik seems to be doing quite well for himself without a brothel to call home. :)

Davik Nettles was a man killed by the Stag Lord who returned as an undead in a river. By defeating the Stag Lord and proving this to Davik, he was put at peace.

You also met Bokken early on, at his hut to the east of Oleg's. He is a hermit who sells potions and has moved into Greengate recently. Also a long time ally. :P

I'm going to fire off a bunch of questions here. We've probably gone over this somewhere but I've forgotten how all this works.
How much are we allowed/can (to) build in one cycle? What would it cost to start up this new village in F2? Do we have to set BP aside for that?
In the long term: What about getting a militia going? What's involved and how much BP is involved? Do we get a choice of soldier or is it generic? What about building walls, same questions?
We have a castle to build eventually, is there a set timeline? Generic cost and cookie cutter build like the houses?
What about taming the rivers or improving them for safer barge & boat travel? A safe water system must be good for trade, right? We should be able to magic some of this but how does that work? Do we save BP? Are the guardians even involved in the process or do we just get to say, "we build a house"?

If you look in the ultimate campaign it lists all the rules. You are allowed a certain number of building/improvements/hex claims per turn and it changes depending on the size of the kingdom.
We have plenty of build points, the post keeps a running total, we currently have 79.
It costs 1BP to claim a hex, 4BP to build a road w/bridges, and 4BP to build a settlement. Some of these costs vary depending on the type of terrrain the hex is in. Costs less to build on plains, more to build in forests, for example.
If you look back through the turn of Month 24 you can see I did all the things mentioned above including building a house in the new settlement and an herbalist in Thornshill. You can look at the herolab file for the kingdom and see everything that is build on each hex and in each city but PLEASE DON'T ACTUALLY MAKE ANY CHANGES. I have to account for everything purchased because I can't figure out how herolab calculates BP. It says we have 223 so I adjusted it to what my numbers say and then when I went to purchase something it said we had -BP.
I have done nothing military-wise. If you want to read the military part for the campaign that would be helpful. I briefly tried to look in the UC but couldn't find costs and such.
Walls are already built, as is the castle. They are standard items that have standard costs in BP. We got a discount for the castle for example because of the existing fort. The city currently has 2 walls because one side is a cliff and the other a river.
Pierre started the building process and then I took over. If you recall you wanted a brewery so I built a brewery in Silverguard on one turn, Finwik wanted a brothel but that isn't an option so I built a dancehall which seems like it may include a brothel. I have been just adding what makes sense. Farms on plains hexes, mines or quarries on hilled hexes, fisheries on river hexes, sawmills in forests. You can only have a certain number of each of those on a given hex and the hex type must allow it. I also added a cemetery to Templeton. I would love some input on the city/town building etc. Different ones +/- kingdom and city stats. I also have a few watch towers spread around.
I may have gone overboard, we already have 3 mines, 2 quarries, 4 sawmills, 11 farms, 3 fisheries.
I don't think there is anything about taming the rivers. When we build a road we build bridges. I don't think you can magic any of the build processes. Probably need the jobs anyway :)
We save lots of BP but as we continue the upgraded buildings are more expensive. A guildhall is 34, a cathedral 58, so I don't spend them all on one turn. There is also upkeep. Currently our natural income covers our ongoing expenses and more so we are in a good position income wise, but as we grow our expenses increase. For example, the base cost to maintain the kingdom is 22BP, the amount we spend on holidays and promotion is added to this. The amount of farms and fisheries we have offsets this. As a result our consumption is actually 1 less than our "food". I built a granary one round which can hold up to 5 extra "food" (consumption BP) This cannot be accessed for anything other than the base kingdom consumption, it can't be used to build. If we were to have more consumption than "food" we can take from the granary BP. If there is no granary BP it comes out of regular BP as essentially we would have to buy food. Mines, quarries and sawmills give us treasury BP. Currently we get 12BP every month for this. Then we roll a d20+economy score/3 to determine taxes collected that month. Since our economy score is 52 we would always collect a minimum of 17BP in taxes each month + 12BP from industry. This is what is used to build things or resurrect dead PCs.
I can maybe show everyone the building side a little bit on Saturday so people can learn how to look at the info themselves. As well as I will put the stuff on the map to show.

The hidden love between Maranna, the youngest sister of the Lord Lebeda, and an unknown paramour resulted in much scandal when rumors of a pregnancy surfaced. When talk again turned to other things in the coming years, few remembered Maranna or wondered what became of the lovechild.
One miserable winter Maranna, never of the strongest constitution, caught a chill and withered away. Feeling much guilt as to the treatment of his once favourite sister, Lord Lebeda went to the monastery to pay his final respects, arrange her proper burial and see to his niece. He did not expect to be met by an enigmatic and almost ethereal young girl. Her hair was more white than blonde and was never still, it swirled above her shoulders as if always catching a breeze, even indoors. The monks, while kind, were at a loss as to what to do with a young girl and while admitting to their Lord that there was something of the divine about her, they were not prepared to deal with her and requested he take her with him. Before leaving the monks delivered to him a letter from his departed sister. In it she confessed that the father to her child was none other than a bastard half-elf son of the House of Rogarvia!
Upon arrival home with the young girl he explained the situation to his wife who was not enamored with the idea of having the girl in their house and sparking up all the distasteful gossip of her parentage. She was a shrewd woman though and knowing the value of the information pondered how best this Celeste could be used to gain them advantage. She maintained a cooly polite manner to the girl and over the years sent her to various relatives, even sometimes in other houses, to learn all she could. Poor Celeste was always treated with politeness and grace but very rarely with any true kindness or love. As a result she grew to be almost a chameleon of social situations, able to fit into almost any situation as she was shuttled from distant relative to distant relative before finally coming to the main house itself, some years after the death of her uncle as a 16 year old. Sarrona was pleased to see that the beautiful young woman had learned much and, while planning to marry her own daughter to Noleski Surtova to further their house’s fortunes, continued to train Celeste to someday be able to be used for the furtherance of House Lebeda as well.
