Lastly he looks at the more recent corpse

"And who or what did that to our friend down there? Could that be our patrons servant?"

As Saarai, (some all the brave), begins to explore the underbelly of the ship, suddenly there is a cracking noise. Then another. At the far end of the row, atop the unlit pier, the corpse sits up starkly, shattering the ice that incased it.

Dark glowing eyes peer out through the eye holes of the mask. They look about for a moment, then focus on Saari, seeing her plainly in the dark. Almost like it can smell her. Her heat.

"Another." it says, sleepily. "Another soul to the call."

Suddely, the corpse raises it's frozen fist, grinding the ice shards that remain, and a small army of undead rise to his command. Bones reconnect, held together with frigid ice until the humanoid bodies can stand. They pull away from the oars.

Know Religion DC 15:
These skeletons appear a bit different than the normal variety. Somehow tainted by the overwhelming cold, but also by some sort of ambient necromantic energies still present. They have gained a cold touch with their claws, and a natural resistance to "snowballs" and cold.

A second Know Religion DC 16:
The creature on the pier is some a ghoul, but has been transformed upon death by some sort of unholy artifact, both raising him as a ghoul but also empowering him and all those beyond the mortal coil in the area. Like his minions, he is also resistant to cold.

So, there is good news, bad news, and facepalm news.

The good news is that Saaria might be the safest one down there alone with the horde. The bad news is that she is down there alone with a Ghoul (and not an elf). The Facepalm news is that if anyone would have banged on that drum, you could have avoided a lot of this combat as all the bodies began to row the ship. So, lesson learned. If anyone asks you if you are a god, you bang the drum. :P

Not liking her position at all, Saarai decides to find a more favorable location. But not without a parting shot.

With a quick arcane word and a finger pointed at the masked creature, she launches a snowball at its face. She then does a shoulder roll onto the deck, jumps up, and reaches the stairs.

"Hey, that kind of tickles..." Saarai says as the skeletons attack her with their cold touch, but encounter her tiefling resistance to cold.

The good news is that I only took 1 damage from those hits...I have cold resist 5. My question is you say no one can reach me now...I'm down here and the hatch I jumped down closed? Can it be opened? Can you please clarify if anyone can get down or if I can see a way out. It will determine my course of action.

You can use ranged attacks. Currently, the stairs is only 5ft down, but takes double movement to get up/down. There is no need to have her jump, she can just walk up, but didn't have the movement to actually get up because she used a Standard Action. If you want to use your action to try a Combat Maneuver (and the player is ok with that) you could, but it kind of defeats the purpose as that would be your action. You also can not use Acrobatics in Medium Armor to move through squares, and the DC with all those enemies would around 35 at half speed, and around 45 at full speed. Basically leaving you with 3 options: Ranged Attacks, Wait for her to move and then someone else move in, or start trying to attack through cover and clear out some space.

You might want to put the type of damage in to make life easier for the GM....

By forcing the skeletons to bottleneck, you are easily able to destroy them with little threat to yourselves, but find that their leader, the strange masked creature is mindful of the danger, and avoids rushing to it's own destruction.

Instead, it takes a sort of vigil below, hiding before the other set of stairs at the far end of that lower floor, and well out of reach of any ranged attacks.

Heads down the stairs and readies an action to strike at the Ghoul if it closes

Sorry, he is plainly visible below deck, (not using Stealth), just trying to avoid being hit by more snowballs or other ranged attacks.

That is fine. Rhuul is really just playing for time while the others come down. Also on the off chance that the evil thing wants to talk, he is giving it a chance. Of course if it drops a cone of cold on him, he's in trouble.

And in the last game, he learned the Ghouls can speak and be reasoned with (in a hungry way), albeit not trusted. There is a story here that he hopes to learn from it.
