Your Humble Narrator

Navis Yosarni threw the heavy doors of the chamber open with gusto, revealing the sounds of heated arguments in process and drawing attention in the process. Jorun hastily began to announce your names and titles.

As you enter, you see a large, ornate room with massive stone walls covered in gargoyles and banners depicting the glory of Damaris’s achievements - the consecration of the Shrine of Damaris, the construction of the Bulwark, the damming of the Cloven River, the signing of the Highland Pact and the destruction of the Wrath of Eternity to name but a few.

Armed guards stand in each corner of the room. In the centre of the room is an iron table with a hololithic projector. Around the table are several individuals, some in various military uniforms, others in flamboyant clothing with an almost piratical flair — likely other Rogue Traders. Two, a woman in the uniform of the Imperial Navy and a bald man in a uniform reminiscent of the Imperial Guard, are leaning over the table pointing and shouting at each other.

As all eyes fall upon you, the room goes completely silent (though the pair at the table take a few moments to do so). Several of the most respected and renowned men and women of this region are seated in this room, along with the rulers of the world you stand upon. As they take stock of you, Jorun is finally able to announce you to the assembly and the Imperial Governor.

As Governor Kapak stands to greet you fully, a pair of cherubs caper about, fluttering above his head chasing one another. He greets you in High Gothic at first—making the sign of the Imperial Aquila—and then changes to the less formal Low Gothic.

Silas and officers, from the Rogue Trader House of Tyr; thank you for answering our call. I am honored to meet such worthies from our beloved Imperium. It is my hope that your aid and experience will contribute to keeping my people from harm.

Trien looks around at the gathered group, most are red in the face and are clearly divided into groups. Even if he hadn't heard the shouting from outside this would have obviously been an argument.

He slowly looked around, making sure to meet as many eyes as possible, then he slowly said,

"Is this really becoming of men of your station?"

He left it there, and stood to the side of Silas. Clearly there was going to be a lot of work ahead, and he wasn't the right man for it at the moment.


Silas has a way of talking people around, so Irena stands calmly and waits for the Lord Captain to speak.

Commander McKie, First Officer of the Aeternus, strides in alongside his Lord-Captain. He does not appear amused. He does not speak, instead looking upon the gathered as a father would when catching children playing at something they shouldn't.

Mckie is going to try to get a good read on the room. Hoping that along with what little he knows of these people, he'll be able to get at least a partial sense as to what they're actually like. Scrutiny [Per(40)+10 Talented=50]: 1d100 ⇒ 13

Note: I'm happy to make as many rolls as needed, if I need one for each person, or you can, if you prefer. McKie will essentially be using Scrutiny constantly during the council meeting.

Silas replies, "Governor Kapak, House Tyr stands with you in defending the people of Damaris. Let those xenos now, beware."

Silas then walks to the governor and clasps hands in the manner of close friends.

"Let us now get on with the business of planning this war."

Silas then looks on the faces of the assembled leaders as he tries to discern anything amiss.

Keeping his head bowed as the other Senior Officers file past him, Yosarni crosses his arms at his belly with each hand disappearing into the opposite sleeve of his robe. He subtly flexes and triggers his dataslate to begin recording all words that are spoken... both to record the event for posterity as well as create vox-prints of all the major players within the room.

He then sweeps into the room keeping to the shadows and presenting an outward picture of a man subservient to his Lord Captain... yet still not showing overt deference to those of the table. Inwardly Navis scoffs at the cherubs... needing to concentrate for a few moments to quash the thought of drawing his inferno pistol and making short work of the beasts.

As his companions looked to faces and the trusting of them... Yosarni cast back to his time as a Footfallen, tasting the air for any wrongness...

Gloved hands in his coat's pockets and hooded head slightly bowed, Arannis enters the large room alongside the rest of the senior officers, though the psyker prefers to stand closer to the back rather than the front of the group. Considering the situation, he is content for the time being to simply listen and let Silas, the Rogue Trader and their Captain, and perhaps his First Officer, do the talking. He is, admittedly, a little surprised at the Navigator speaking first, regardless of the briefness of his remark, and that surprise brings a little smile to his lips, albeit one almost entirely obscured by his hood's shadows.

An awkward silence followed Trien's proclamation. The male Rogue Trader seemed to sneer in contempt a little in the mutant's direction, while others seemed a little ashamed.

Iago:

It is obvious that the opinions and loyalties of the gathered Defence Council are heavily divided. Governor Kapak looks quite exasperated with the rest of the council. Frankly, the man seems ill-seated for leadership despite a clearly powerful charisma.

Sylvia Locke looks uncomfortable in moments between arguments when attention is not on her. You have the sense she has a great deal on her mind.

It is obvious that the opinions and loyalties of the gathered Defence Council are heavily divided. Governor Kapak looks quite exasperated with the rest of the council.

Nothing seems amiss. But make a Silent Move test at +30 to subtly activate the data slate without other's knowledge.

Jorun then continues introducing the others who are seated around the table. Those present at the Council are as follows:

The introductions, though formal, are relatively brief, as the room is still fraught with tension. Greetings are generally terse, especially from Locke and Dante, who look like they would prefer to be continuing their argument. Lady Orleans makes an effort at civility (though obviously forced) while Jeremiah Blitz seems like he cares very little about the Defence Council.

Seats at the table were brought for Silas Tyr and his entire retinue, although the latter were only seated with an impatient wave of Kapak's hand as the servants that hastily brought in additional chairs seemed to hesitate.

No sooner were the introductions made and the group seated than Lord-Captain Locke and General Dante continued on from where they left off; quickly rising to their feet to continue a heated debate.

Tall and forbidding with a will like iron and a glance sharp enough to cut the legs out from under even the saltiest voidman, Lord-Captain Locke was every inch an naval officer. She attempted to begin the debate, but was cut off by General Dante, who aggressively made his point, gesturing to the new arrivals-

The fortuitous arrival of the Aeternus and her illustrious crew only adds further weight to my proposed strategy. A Falchion-class Frigate and her torpedo's are ideal for hit and run tactics, you must see that. Between our superior knowledge of local space and the four powerful warp-capable vessels at our disposal, we can bleed the clumsy Ork vessels dry and steer them into the firing lines of our defence monitors and the Bulwark; the few Ork vessels that would get past the Bulwark and make landfall can be swiftly overwhelmed and destroyed. The need for unity is clear- you must put your vessels under my supreme command; with the assistance of Commander Reynolds I have the most relevant tactical acumen to bring to bear in our defence. I have turned down noble titles and worked my way through the ranks from a humble position as the youngest commissioned officer with honours this planet has ever seen. All I have done, all I do, I do for Damaris. You lack the single-minded devotion to lead us in this endeavour; and I am loathe to put the fate of this planet and its people in the hands of a b!+@~ who could be called away by her masters whistle at any given time.

General Dante was a man of powerful frame; not especially tall but stocky and with a clear air of authority about him that matched Locke's own. He spoke convincingly and with conviction, passion and pride coloring his voice. Locke paled in fury at his insult.

Locke, however, did not rise to the personal insinuations and matched his impassioned speech with the kind of mocking, scornful laughter only a confident woman could bring to bear, as she scoffed in reply-

Tactical acumen? You know nothing of battling an Ork invasion, except on simulation machines in your precious Bulwak. Hit and run? Funnel tactics? With what- defence monitors? Your half-baked scheme to avoid losing vessels will leave Damaris wide open as it's fleet pecks ineffectually at the greenskins' flanks in deep space! The Greenskins are cunning and in the numbers they could be bringing to bear, are likely to simply overwhelm us if we attack them on multiple space-fronts. You are facing an invasion, and you clearly don't have the stomach to make the sacrifices to stop it! We do not face pirate raiders now, General. You are out of your league! Our best hope is a focused defence in orbit; thinning the numbers of every Ork transport that attempts to land upon Damaris, while maintaining a solid, mutually supportive formation. The tactics you propose could lead to individual vessels being boarded or surrounded and destroyed; leaving us with fewer and fewer forces to defend against what will likely be a siege. Quit playing armchair General and place your aptly named defence monitors under my command; where they will be used in the manner intended!

The heated debate raged on. Secondary squabbles also began to break out amongst the Defence Council; clearly Governor Kapak and General Dante also had sources of conflict between them and Locke seemed to be suspicious of the Governor's lack of a clear favourite between the two...

Commander McKie watches the proceedings with a scowl. Quite relaxed in his chair, the man seems the definition of calm in a storm. Then again, he had no personal interest in Damaris, so it was all well and good for him to feign disinterest. Something said reminds him of his childhood and he has to force himself not to smirk, deepening his scowl in an attempt to cover it. This is a dangerous room. There is blood in the water, but it's just bait. We go for it now and we'll be just another fish caught in the net.

Iago leans closer to his Lord-Captain and speaks quietly, though not so low that anyone who wished couldn't hear: It would be easy to mock, but I think high tensions are understandable. Orks are a difficult opponent to plan for, as you know, Lord-Captain. If any make it to the surface, they could get lost in the vast wilds of this planet and it could take years, or decades, to clean them all out. It will almost certainly not be possible to keep them away, but we'll need to control where they come down and what types of forces they have remaining. We need to find out what resources we have available to us.

The Commander keeps his attention on the arguments as he gives his advice, They will need to plan for after this fight as well as for the fight itself.

Iago will attempt to follow the discussion of strategy. He doesn't have Scholastic Lore (Tactica Imperialis), so I kept his advice above to just overview kind of stuff based on his knowledge of Orks and general warfare. Navis listens, measures and weighs - considering the advantages available to their vessel and the tactics being offered before feeding information to the others by microbead.

Microbead:
"The Aeternus is uniquely equipped to support the General's idea, with our torpedos and range on the Sunsears... but to risk our vessel so would demand appropriate recompense. A bounty on kills perhaps?
Though the Lord Captain's words have more merit in my reckoning, and would have better chance to preserve Damaris' wealth and guarantee payment."

Silas nods at Iago's whispered words and to Navis' voxed comment. He then looks at the ongoing debate and decides that it is going nowhere. He does not wish yet to commit to any side of the debate without thorough study. Silas then decides to break the impasse by calling for a halt to the debate.

"This debate is very instructive. However, we must request some time before we offer our own insights into the matter. We just arrived and need some time to compose ourselves. Besides, a brief period to revisit each sides points would be helpful in arriving at a consensus. Don't you agree, governor?"

Silas decides that since Kapak is the paymaster of this endeavor it is best to get on his good side. Moreover, Kapak seems to be the easier person to deal with than say General Dante.

Scanning the room as he enters, Varius strides in firm and slow off to the Lord-Captain's left. He allows his robes to part as he moves forward, revealing the ominous armor of the Venatorii beneath. Coming to a halt, Varius projects a powerful, almost menacing presence, lending strength to his Captain's position.

His servo-skull moves methodically behind him, taking in all the sights in the chamber, seeking any identifiable threats.

Varius listens calmly as Locke and Dante argue then takes in the words of his comrades, preparing his response. He is happy to discuss his evaluations, which were already being calculated, with Captain Tyr, but as for the whole council it is evident that pompous personalities are currently getting in the way of real progress and those would have to be dealt with before a clear plan could be laid.

Trien smirked slightly at the rogue traders reaction to him, he had seen that face a hundred times before, a man of noble birth who saw everyone who didn't have 50 generations of wealth to their name as beneath them.

He thought about taking off his mask, he would get a sadistic pleasure at seeing the mans face twist in revulsion as he gazed upon his pale veiny form. But no, it was just an urge and it would pass.

He inspected the servants that brought them the chairs to sit on, they looked fairly well fed. That was good, he could not stand people that mistreated their workers, not that it would have made much difference, he'd have had to work with them regardless, he would have just hated them more while he did it.

He took his seat and inspected the people around him, listening to the argument while making no comment. He didn't know much about the types of war they were talking about, he felt that it would probably be best to concentrate all their forces but he had little experience with orks and almost none with repelling an invasion force.

He looked around the table, and wracked his brain for anything he could remember of their names.

Trien:

You have heard of Jeremiah Blitz and some of his exploits. The man is something of a larger than life figure in criminal and nefarious circles. Known as a grifter, confidence man and licentious rake, he is said to be loyal only to coin. You know his dynasty is a little less wealthy and influential than the Tyr dynasty, although he does command a Cruiser; the Ordained Destiny.

Until very recently Blitz was a dealer in artefacts of dubious provenance. Blitz got his step up in the galaxy by winning his Warrant of Trade in a high-stakes card game, of all things, with a powerful member of the Adeptus Terra. With the ink on his fresh warrant of trade barely dry, Blitz immediately set out for the Koronus Expanse and has never looked back.

His expeditions since have been quite unfortunate; some would say disastrous. He is, however, known for his incredibly fast draw and skill with pistols- and he is said to have narrowly escaped with his life more times than most senior inquisitors.

While his dynasty is slowly declining as a result of failed ventures, Blitz is very cautious with his cruiser. Despite it being the largest ship available to Damaris, its effectiveness is unlikely to reflect its size.

Arguments and squabbles continued to ring out across the room. Strategies were scoffed at, personal insults were hurled and hidden motives were questioned. Metaphorical chaos had descended on the room. Governor Kapak let out a heavy sigh; but Silas Tyr's direct question seemed to reach him. His back straightened and he SLAMMED an overweight, meaty fist upon the table for silence. The sturdy metal table did not yield even a centimeter, but the violent motion did give pause to the various conversations.

ENOUGH!

We have been remiss in our hospitality. Lord-Captain Tyr and his entourage are in sore need of a day to familiarise themselves with the planet and its features, defences, the like. This council is in recess until further notice.

With a dismissive wave of his hand, Kapak continued.

House Tyr, I will put myself at your disposal for the afternoon. Everyone else; you will be summoned when we reconvene.

Locke and Dante visibly bristled at the dismissal and Blitz looked relieved. Lady Orleans, however, was staring at Irena Tyr. She was a well composed woman, but her eyes shot daggers at the medic for a moment.

Indeed. The room had become far too crowded at any rate.

Within moments, peace and quiet returned to the room as the other members of the Defence Council exited, keeping a pointed distance from one another. The great doors finally shut, leaving the senior officers of House Tyr alone with the Governor and Jorun. There were, of course, guards and servants still in the room. But those that mattered... only Jorun had any real presence among them.

Governor Kapak led the group through the council chamber and into his private chambers. Luxurious almost beyond description, the chambers emphasised the enormous wealth of Damaris; and the man that governed it. One of Governor Kapak’s servants moves in to offer refreshments. Kapak seems quite edgy and nervous, until another manservant brings a pipe out on a small silver tray.

He inhales a breath of cloying smoke, easily recognisable as the scent of Obscura, a potent and addictive narcotic— and visibly relaxed with a look of contentment as his anxiety lessened.

Kapak held out the silver tray to you; there were several more pipes and plenty of the drug available.

Before we talk business, can I tempt you? Governor Kapak asked.

Silas is surprised that his question would provoke such a reaction from Governor Kapak. It seems that the man has a bit of a backbone and is not the pushover that he appears to be.

On the other hand, Kapak's indulgence in drugs reveals a side to the man that is very much similar to Silas' benighted past on Scintilla.

Surely such a coincidence is not just an accident. Perhaps he can be more than just a drug-addled figurehead. But first I must get the man to trust me.

So the answer to the Governor's questions seems to be obvious.

Silas smiles, "Of course, governor."

Hopefully this shared experience of the illicit would get the governor to talk more freely and trust him.

Microbead

"It is your choice if you wish to partake. But for the moment, the governor needs friends who will not judge him."

"Also we shall discuss later all our observations. Lastly, do not allow me to partake too much of the drugs."

The scowl never leaves Iago's face. Just play the part, McKie. Do the job. Commander McKie has never been what one would describe as a "talker." He preferred clear orders and a clear target. But you don't survive in the Imperial Navy without knowing how to handle yourself when politics comes along. Mouth shut and eyes open. Attention to detail. He knows his part. He's not here to make friends. He's here to impress upon the Governor what sort of allies the Lord-Captain has at his disposal.

And so the play begins. Commander McKie frowns and his scowl deepens at the scent of Obscura. He responds with a simple shake of the head.

Peaceably refusing the gift of narcotics, Navis aligns himself near to Jorun and waits with patience. His time for the now was to use his ears and save his tongue for when the moments turned to trade.

Following the Governor and the Lord-Captain, Varius enters the private chambers and looks for evident displays of technology. A major component of the defense of Damaris will be the arms they can bring to bear, and Varius is looking for insight into their means.

With the governor's offer, Varius replies in a polite and grateful tone through his vox-synthesiser. "While I lack the proper anatomy to partake Governor, I greatly appreciate the offer. As you enjoy it though, I might get a hint of the pleasure through the smoke created." In truth Varius has little interest in the illicit drug, but wants to assist the Captain in befriending the Governor and trusts that his respirator will protect him from any ill effects from the after-smoke of the obscura. He recalls the camaraderie that had formed among those trapped on the space hulk, how the trust brought them closer together.

Still, his mind wanders to more pressing matters. The local General is overconfident, and that is his downfall. His plan is fundamentally flawed, for he lacks understanding of the beast which is the ork. I have little knowledge of them, yet I know they will not be deterred by minor little cuts and scrapes on their flanks. Now, to convince the Governor...


Even were he to find some interest in such pleasures, or distractions as far as he is concerned, the psyker knows well enough what such substances may do to one's willpower and resolve, traits that are fundamentally important for one of his particular talents and abilities. Thus, Arannis raises one hand to show that he will not be partaking, the gesture polite so as not to offend, yet firm so as to show that he is not going to be swayed.


Irena looks at the Obscura and bites her tongue from making a remark on it's prohibition.
She raises her hand and shakes her head as it is offered.

Trien looked at the tray of pipes that were passed to him, he realised after a few seconds that Kapak was waiting for a response, he looked up at said slightly too loudly "No...". He got given a fairly strange look before the tray was put down after everyone had either accepted or declined.

He didn't know what was in the pipe but honestly he didn't much care for narcotics, he had enough to worry about without throwing disorientation into the mix. He calmly sat and waiting for the conversation to proceed, staring at Kapak unblinkingly for quite a while, waiting for him to start the conversation.

Silas waves off the narcotic smoke and asks the governor, "How did you come to be governor of this planet? Governorship demands so much of your time. It prevent you from devoting your time to more pleasurable pursuits, eh."

Governor Kapak waits until you are settled before getting to the heart of the matter; apparently quite enjoying having a partner to smoke with.

In truth, Silas, I was never meant for Governorship. I was the fourth in line to inherit it and I enjoyed... a flavorsome youth of extravagance while my older sibling was Governor. However... all of my siblings perished in a tragic accident; a ship crash. The burden of rulership rather unexpectedly fell into my lap.

You are the last to arrive; we are not expecting any other major factions to assist us. The blessings of the God–Emperor must truly be upon us—I can’t begin to tell you how grateful we are for any assistance.

He smiles a bit wryly.

I can, however, show you our gratitude.

He beckons and Jorun steps forward, a sheet of parchment in hand. It contains an agreement that in return for House Tyr's efforts in defending Damaris, they will receive a sizeable sum, either in raw materials and valuable items, or in favourable trade agreements and other benefits (or a combination of both as preferred). The agreement is a scaling one; the more successful the planet's defence is, the more lucrative the rewards will be. Particular emphasis has been placed upon defending key structures and locations within the Inner City; such as industrial zones, the palace and the Shrine to Saint Drusus.

In pure OOC terms, this is the endeavour-

The Damaris Endeavour:

Common Endeavour: +2 Profit Factor.
Achievement Points Required: 1,850.
Additional Reward Potential: +1 Profit Factor per 100 achievement points beyond 1,850.
Themes: Military. Some parts of this Endeavour may have the Trade, Criminal, Creed, or Exploration themes at the GM’s discretion.

True monetary investment into the endeavour bears the promise of lucrative payoff in the case of victory; but the risk of losing the entire investment if the endeavour is a failure.

You have the option to permanently decrease your Profit Factor by a set amount to provide bonuses. If you end up failing the adventure’s meta-endeavour, this Profit Factor is lost. However, if you succeed in the meta endeavour, you regain the Profit Factor spent in this way; and Damaris will surely reward you for your risk...

This additional Profit Factor expenditure would be spent on ways to improve the strength of your forces; hastily expending wealth to summon additional troops or using wealth to invigorate Damaris' industry to improve the defensive quality of specific locations.

The Governor has relaxed into a luxurious armchair, allowing your House time to pore over the contract over a large, beautifully furnished table.

If you wish you can attempt to negotiate with the governor and either reduce the number of excess achievement points required to gain additional profit factor, or increase the base reward. This will then become a Social Interaction Challenge, the mechanics of which i'll reveal if you do wish to negotiate. Bear in mind if you botch it, you may be driven into a contract less lucrative than the one already before you...

"However, this infighting and positioning for who leads the defense is counter-productive. Our time is running out. The orks could be here soon. But you appointing one side over the other will only leave a sour taste on the mouth of the other if you take my meaning."

"How about appointing a neutral third party to head the defense? Someone whose interests are tied to that of Damaris... someone like House Tyr."

Finally, what we've come here for. I wonder if the drugs were meant to make this easier for him, or harder on us. Perhaps this Governor is not as weak as he pretends.

Iago does not know much about commerce or monetary terms, so he gives those but a passing glance once he has a chance to see the contract. He pays particular attention to what areas they will need to defend and what resources they will have to bring to increase those defenses.

Let us hope that the Lord-Captain and Yosarni can get this over with quickly. It looks like we have a lot of work to do.

A note on investing PF- even fabulous wealth plunged into the endeavour will eventually lead to greatly diminishing returns. A successful Evaluate test will estimate the point at which that is.

No more dice rolls re: negotiation (apart from aforementioned Evaluate) until I iron out the mechanics and you've decided what type of negotiation your trying to do- you'll need to decide if you want to try and increase the base reward (currently +2PF) or returns for exceptional performance (lower the amount of achievement points needed to gain each additional PF). The latter is, potentially, more lucrative; but a higher base reward is a less risky bet.

You are now in a social interaction challenge with Governor Kapak to attempt to negotiate better terms. This is a Taxing challenge- requiring a total of eight degrees of success. Rolls are not a substitute for role-play here. We will resolve each instance at a time, because a failure on an instance leads to a penalty on the next and each check will be modified by difficulty by me. A success grants a +10 bonus on the next check made by your group but does not contribute to the total number of successes. A failure imparts a -10 penalty on the next test but does not deduct from your total number of failures.

Applicable skills are all those with the Interaction tag- Barter, Blather, Charm, Command, Deceive and Intimidate; as well as Commerce and as a special exception, the Carouse skill. No PC may use the same skill twice in the encounter; for example, Silas cannot use Charm again! Clever use of another skill that also matches the role-play may also be permitted.

Lore skills can be used to provide a boost to the next applicable interaction skill; but need to make sense with the role-play and conversation at hand. For example, you would be hard pressed to find a use for Common Lore (Imperial Navy) unless you find out in conversation Kapak happens to have served and you may have heard of something you could use to flatter him.

Default difficulty of any of the aforementioned skills to interact with the Governor are assumed to be -10 when directly negotiating with him for better terms; because the outcome you are going for is classed as Annoying for the Governor (costs him more money). I will make the result of the previous roll clear and keep a tally of successes for you.

It seems we have more in common than our origins and taste in substances, Lord-Captain Tyr. I had been thinking along the same lines once I saw your ship enter orbit. Let me be clear; Locke, Orleans, and Dante form a triumvirate—a group that has control of the military assets Damaris needs to defend itself. As you witnessed, none are willing to work with one another without additional persuasion; which is something that I have been unable to provide.

Governor Kapak finished his first dose of obscura, moving onto the next and rising to his feet, slowly pacing as he smoked. He muttered softly to himself in High Gothic, almost too quick to follow-

Commander McKie nods. His scowl, still present, openly displaying his disappointment with having to be present.

He stands and speaks gravely, Governor Kapak, you have before you a crew uniquely skilled to help you defend this planet. Lord-Captain Silas Tyr has surrounded himself with masters of their craft.

He gestures to Master-at-Arms Marleno, Our Master-at-Arms is an expert in strategy and tactics, both concerning ground combat and space. And the Lord-Captain himself is a master of coordinating the two. With no disrespect to Lord-Captain Locke or General Dante, neither have the experience we need to command here. I know a bit about the Lord-Captain of the Aegis' reputation. She is an outstanding commander, but she is used to standard Imperial combat. Not planet defense. To her, losses mean nothing.

Let us hope that at least some of that is true.

As to how to get them working together... He looks around the room, pausing momentarily as his gaze catches Jorun's. We have our charms. Well, the Lord-Captain has his. I have experience with dealing with the Imperial Navy. I know what motivates them. He pauses for a moment. And General Dante, while passionate, seems like a quite pragmatic man. We can convince him that Lord-Captain Silas Tyr is the logical choice, and the only hope for his planet.

Governor Kapak seemed most assured by the First Officer's assurances; failing to recognise them for the rather large exaggerations and insinuations that they were. Iago did a fine job of pulling the proverbial wool over his eyes and Kapak nodded along; especially when Locke's credentials were questioned.

It is comforting to hear that House Tyr has such an august group of senior officers working with the esteemed Lord-Captain. While Locke has been garrisoned at Damaris for five years now, its true she has never faced the prospect of a planetary invasion before; not to my knowledge, at any rate. She is a most esteemed void tactician however; and reports do indicate that her Aegis is going to be perhaps the most significant ship in this defence.

The Governor thought for a few moments more before launching into his next line of inquiry; targeted directly at Ludicus Marleno.

Master Ludicus- I fully appreciate that we lack full data on what we will face and I will bear this in mind when considering your response. This "Warlord Snokgritz" and his fleet are a total unknown to us. But for all the difficulties I have recently had with them, I simply must acknowledge that General Dante is both a brilliant commander and tactician. The military of Damaris is fiercely loyal to him. You have heard his proposal to use hit and run tactics to funnel the Ork's into the firing arcs of our Bulwark. This plan makes a great deal of sense to me, but I confess... I have no military training or background to call upon. Could you regale me with some tales of battle with the Ork Xenos and the strategies utilised; to either support Dante's plan or give grounds to refute it?

Obviously, Scholastic Lore (Tactica Imperialis) can be used here initially to provide a good example. Passing a Difficult (-10) test on it will mean an example from the history of the Imperium can be recalled to use to strengthen the strategic argument (+10 bonus). However; the interaction roll itself must be one listed (not a Lore).

Next interaction roll- +10 base assumed (+10). If anyone other than Ludicus takes on the roll, a -10 penalty is applied, as its easy to perceive as you covering for him.

"Orks desire battle. Using a strategy as suggested by General Dante will only serve to encourage them and boost their morale. In one of the earlier campaigns against the Ork warlord Gruumsh, the planetary defense forces of Genesis IX were able to hold long enough for reinforcements to arrive. But it will be noted that their stamina to endure would not have availed them much had they not contested the landing of the orks as early as their approach to the planet. Orks are tough and would survive a crash landing of their ships on the surface of any planet."

"The firing arcs of the Bulwark are limited and its speed cannot hope to match those of the ships you have with you here. So hit and run tactics will not work on the orks. They will just plow on."

Ludicus seemed grateful for Silas' interjection of a relevant example. Taking the lead, the Master At Arms fixed Governor Kapak a steely glare with his cybernetic eyes.

My Lord-Captain has the right of it. In terms of brute force, pound for pound... an Ork is one of the most terrifying humanoids ever encountered by the Imperium. They revel in violence for its own sake. Their entire culture revolves around warfare. Doing battle is a form of worship to these Xenos.

Ludicus shook his head slowly and grimly, to accentuate his words. Growing in volume as he spoke and fiercely gesturing with his muscled arms, he made an impressive speech that made the Governor pale as he was forced to imagine the severe situation Damaris would be in.

Indeed... the Ork even lacks the biology to induce fear. They are utterly unafraid of death and are almost impossible to intimidate. Their very nervous system is barely capable of a flight response. Damaris, quite simply, is woefully unprepared for the Ork menace and Dante's strategy reflects this reality. No matter how effective our space strategy; some Ork's will slip through. Crash landing in a cascade of crushed metal and dead Ork's, their losses will only spur them on. Even if we are successful in our defence... the survivors will breed and plague your badlands and outskirts for years to come. Your people's children will remember the Ork menace and tales will be told of their hideousness, their rage, their wanton appetite for destruction- for centuries to come. Less known than their brutal traits... the Orks are also possessing of a low cunning. They will not allow themselves to be funneled into your orbiting defence platform. We must bear their assault head-on- meet the storm without letting it break us; and accept that some vessels will get by us. The war will be continually fought and met on two fronts; land and space. No gimmick or artful strategy is going to make this an easy victory. House Tyr... will do what must be done to fight their brutality with our own. Rest assured Governor... we are well practiced in applying excessive, terrifying force.

Attempting to help out the next person's social action, if possible. Seemed an appropriate time to drop some Xeno knowledge.

The trick with Orks is that there is no thought to survival for them. They cannot be deterred, but they can be baited. They don't care if it's a trap. To them the fight is the means and the end.

Not seemingly possible, but his scowl deepens. Their ships are impossibly difficult to destroy. Orks prefer a combination of torpedoes and short range cannons along with massive frontal armor. We will have the advantage in maneuvering, as they are also usually quite slow. With that said, the Master-at-Arms is absolutely correct. Hit and run tactics will damage, but not cripple any of the ships we fight. In this scenario all of the ships will make planetfall. We need to use our superior speed to concentrate firepower and take out ships one at a time. Limit what makes it to the planet.

He looks thoughtful and crosses his arms in front of him, Orks will rush to any place they think they'll get a fight. We can use that to our advantage. But don't underestimate them. They have a tendency to turn traps back upon their attackers.

McKie smiles wryly, I believe that's enough from me. We can save more talk of strategy for when we know the full extent of our resources.

Silas' words reached Governor Kapak but he seemed already content with Ludicus' masterful, albeit frightening, oratory.

I can... only hope that your extensive knowledge of these Xenos will be something that persuades the others to fall in line behind you. T... thank you, Ludicus Marleno. You have helped me to understand the true gravitas of the situation.

I daresay I am convinced, gentlemen. Seize the day; and make the others fall in behind you. I have an event in mind that will be a perfect occasion to enable you chances to speak to them in a semi-formal, private manner, away from their underlings and peers.

Heres the clincher. It will be hard to come back after failing this roll. Trying to negotiate better terms is Annoying (-10 penalty) for the Governor, but Ludicus' success provides a +10, and Iago's additional comments have him somewhat distracted for another +5. Net roll bonus- +5.

Shuffling forwards with smooth motion Navis Yosarni nods with reverence as he begins to speak "Indeed Governor Kapak, it is in order... yet I believe that between honorable Jorun we can streamline it's wording to make it more advantageous for us both." from there a liquid stream of hushed words and terms flood from Navis as he subtly shifts meaning and shaves percentages from term after term. His cadence rises and is more earnest when it would favor the Governor, and ebbs slightly in volume when he slips through a beneficial amendment. The honey like and viscous flow of syllables in a hypnotic dance...

The Lord Captain will freely waive liability for death in exchange for strengthened rights of spoil.

In truth, both Governor Kapak and Jorun were quite swiftly left behind by the Seneschal's terms. Some attempt was made by Kapak to preserve key conditions and base rewards; but Yosarni frequently sought the edge in many conditions dependent upon successful preservation of the planet's facilities. In fact, both Kapak and Jorun missed one vital element casually tossed in between two minor negotiations that the Navis gave way to Jorun on concerning agriculture; the largest oligarch of the mining industry on Damaris was to be handed exclusively over to House Tyr's control, if they were successful enough in its defence.

Eventually, terms were agreed and perhaps most importantly, Governor Kapak did not seem to resent the negotiations or the results. While the contract amendments alone might have stirred up suitable resistance in him, the dire warnings of Ludicus, the deception of Iago and the charm of his new friend Silas Tyr had served to prime him to be far more generous than he had intended upon first entertaining the possibility of amending the contract.

A new contract was swiftly written up by Navis himself and scrutinised by Jorun who nodded his own agreement that it had been set out according to the noted and agreed terms. Having pored over it in detail, Navis could see that much of the lucrative benefits of the promising contract depended on the survival of the Bulwark, and most critically- the preservation of locations within Damaris. The planet still having a decent fleet of system ships left when the fighting stopped would also entail a bonus.

I must stress though; this is a formal event and you simply must be suitably attired. Military uniform is acceptable if of a dress standard; otherwise, formal finery. We can provide either for you, if necessary. Pistols, single-handed melee weapons and badges of office; these are all fine, but by the Emperor, do not think to drag anything bigger into the gala...

Oh, that reminds me. Will you be staying upon your ship, or shall I provide a manse for each of you?

Varius watches the continued exchange quietly, with a scholar's interest. Damn, this has always been a realm where traditional technical upgrades have been lacking - social negotiations. I will need to develop some new implants that assist with such delicate execution of interhuman relations... Varius has always understood the theory yet never grasped the mechanics and finer details of negotiations, and thus is mesmerized whenever he gets to observe others engaging in it so skillfully.
