Each concentric row of houses is a few metres below the next most outermost ring. This serves two purposes, secondly to allow for law enforcement/army to shoot out of the city without hitting allies on the rings below, while incoming forces would have to a constant uphill battle, but primarily to make sure everyone on the top floors gets a decent view of the countryside.

2BR, I decided to run with your description but to make it on a much grander scale.
Hope this is ok.

Jamee, the city is essentially a huge cone with a single wide flat area spiraling up to the top. Each terrace is 300 feet tall, but thousands of feet wide. The inner side of each terrace houses 300 ft tall skyscrapers. The flats contain a variety of broad streets, shopping centers and residential complexes. Each row of buildings is shorter than the one before it, until you reach the one story buildings on the very edge.

You are currently on the third terrace from the top (of 10), where a huge bazaar has built up next to the star port. The kebab restaurant is on the outermost ring of the terrace. You know that there will be a narrow alley behind the shopping complex, and behind the alley will be the tops of the skyscrapers on the level below. You also know that the interior of the spiral comtains access tunnels, pipes, and abandoned preflight transport systems. The proper citizens have little use for the interior, and much knowledge of it has been lost to the sands of time.

"Ah-ha!" Jamee says at his computer chair, pumping his fist. "Now, to upload the access handshake programs to BOT..." His fingers divide up to handle the multiple concurrent commands he was typing into the computer's complicated GUI.

Blast-O-Tron's visual sensor indicator light shifts to Direct Control Orange, and the RAB moves purposefully past Sona. The robot approaches a seemingly-innocuous section of wall in the part of the bar that is closest to the wall of the higher portion of the city. Leaning in close, Jamee plays a .wav of the access code, written in Ancient Binary.

"Bzzt0110101001010100101010010101010101001010."

A previously-hidden access panel, painted over and plastered with wall furnishings, suddenly shifts on old gears and dilates open like an iris, revealing an access hatch wide enough for Bonehead that leads to a transportation highway used by maintenance robots. The "highway" - which has a pair of metal bars along the top that the maintenance robots glide on - plunges under the main highway, across the street and in the direction of the second-to-highest ring of the city, where the ritzy people live. There's a walking path underneath the pair of bars that serve as the robots' highway for the bipedal AI units or Ogrish maintenance people that need to make repairs to the highway itself for whatever reason.

The RAB affects a bow in Sona's direction, and Jamee says "Lady-like software packages first."

Sona bows in immediate obeisance. "By your leave, Mr. Lastrade." Eyeing the abandoned railway, Sona draws her projectile tether. She stalks into the passage with purpose, clearing her corners like a professional.

The passage is oppressively dark, and so underused that it lacks even the signs of vermin inhabitants. Conscious of her following companions, the engineer switches on her high beams.

The lights come on, revealing a cybernetic beholder lich!

Running up on Rotgut, Kray waited to dodge one of the ogres wild backswings, before diving inside his reach to get near his head. "Gotta go big guy, any moment theres gonna be someone here you cant beat with a club. Like on Rygon, remember?" He gave his hulking companion a serious stare as he himself recalled the sorry state Rotgut had been in after that particular encounter.

Looking about at the carnage he quickly bolted back into the shop, trusting that Rotgut had gotten the message. "Coming through." He said as he dove past BoT, pausing at the edge of the doorway to get his bearings. "Oh this will do nicely, good work." He said before following Sona.

Mechanically, debilities are removed on camping if there is narrative justification for it, such as a robot technician.

The group disappears into the access tunnels below the third terrace. T-One watches in confusion for a moment, and then exits the rear door, apparently unwilling to brave the unknown depths. Before he stalked off you think he might have muttered, Nope. No. No. No. Not going.

The access tunnels are pitch black, but Sona's illuminators reveal garbage piling in the corridors and coating a portion of the walls. Much of the garbage is covered in thick dust, but there are three foot wide paths cut in the dust in snaking paths. It appears that it has been years since this tunnel has been used by the city inhabitants. However, the two bars overhead are also clean of dust.

With no time to delay, the group makes its way deeper into the interior of the undercity. Far behind you you hear curses and shuffling feet. As you travel, the stench of garbage only gets worse, as the piles get larger and larger.

What do you do?

Moving along with the others, now that the excitement had died down somewhat, Kray was once again painfully aware of his alcoholic woes. Coming down from an adrenaline high wasnt helping any either. In the confusion, he had yet to notice what BunkR was carrying around, but as he thought what he would give for a swig of something, the clinking sound of bottles pierced through the background noise of clanking feet and grunting ogres.

"BunkR, you shouldnt have." He said with a sudden new vigor to his voice, moving to walk alongside the killer robot. With delicate fingers, he pushed and prodded at the bottles, moving them to get a look at their labels. "Hmm, nope....no....hell no....Oh hello!" He said, before scooping a slender bottle from BunkRs grasp. "Youre a lifesaver. Cheers."

In the poor light and rocky stability, she is only able to deal with some of the more critical damage. Mindful of the old model's seeming confusion, she uses her data jack and usb to serial dongle to check on his firmware.

The technician performs a system defragmentation on the war machine to reduce procesor collisions. The process takes time and concentration, so Sona isn't paying attention when Kray is offered the drink, even though she is right behind them.

Jamee only scoffs at the gynoid's attempts to mother him. "Relax, I'm not even that much of a drinker! I was just kidding around. Chems are my preference usually anyway..." he trails off.

"I'm detecting rising levels of methane and waste hydrocarbons in the atmosphere. Looks like a refuse dump," Jamee comments into his headset mic. His RAB's headlights sweep the area in varying directions, like a chameleon's eyes, noting the thick layer of dust.

"We should continue to search for more access points. Now that we've eluded our pursuers, we should resurface to the street level and get our bearings. Perhaps these tracks running through the trash lead to an exit we can all use. Scanning..."

Jamee, you follow the tracks without difficulty as the garbage continues to pile up in the corridor. Soon you come to a large chamber that appears to be a huge interior composting repository. The place is filthy and the smell is overwhelming. Far above you see a number of chutes and various garbage trickles down from above. You pause at the entrance to the chamber to scan the area, but soon hear an odd rustling sound behind you. The trash behind you has somehow moved, forming a disgusting barrier behind the group. You won't easily be going back that way.

In front of you the central mound begins to move, forming itself into a 35 ft tall vaguely humanoid shape. The head has two full, but rotten, pizzas in place of eyes, and a variety of types of pizza slices form a horrific approximation of a mouth full of teeth. The thing speaks. MMM, FRESH FOOD!

The garbage behind you begins to push you into the central chamber where the thing awaits.

What do you do?

I think using the jetpack would be much like anything else. If there is no danger, you just do it. If you are flying in the face of danger, then yes. You aren't in immediate danger, so no problem flying up.

Sona's joints spark to life, power coursing through her ORACLE unit. Blue and orange light making a spectacle of the technician. Scans from the far side of the thing join with those from the front, tensile strengths and ballast calculations run against speculations on the monstrosity's composition.

A projection slowly forms in Sona's HUD showing the viability of restraining and/or dividing the mass by jumping over or under the harpoon end of the rope and pulling it back like an enormous garrote or cheese cutter. The graphics display risk-reward readouts on each course.

Alright, well if this thing is 35 feet tall it's going to take me a few seconds of flight just to get out of its reach! Is its head scraping the ceiling or are we in an even larger room? Any exposed piping or HVAC that I can hide behind?

These are all thoughts racing through Jamee's head as he nervously sips a Mt. Dew through a straw and sends more orders to his RAB every second.

Jamee, the ceiling is at least 60 feet above you. This chamber is enormous and circular. There are large braces protruding from the walls around 30 feet up that connect close to the center of the ceiling. The braces look sort of like these except much much larger.

Sona, was your volley to do damage with your arc cutter, or to tether your harpoon? Either way, you should roll your damage with that volley roll.

2BR, you charge into range to launch your flamethrower without difficulty, and the thing groans in apparent pain as the front half of its body catches fire. I think your flamethrower is fired using volley because it has ammo. However, I went with H&S here because the bonus damage is cool. Overwhelmed with mechanical joy at this sight, you continue to walk towards it, as the flame continues to build. Unfortunately, this huge creature also has incredible range, and a boulder size fist comes swiping horizontally into your side, knocking you across the chamber and partially into the wall on the side near Sona. Take 1d10+1 damage. The rest of you see that the fire continues to spread, feeding on the gases being released by the compost process. On the ground around you, the garbage begins to form into a smaller humanoid shape. This shape charges you as you pull yourself from a dent in the wall, what do you do?

Sona, you calculate that the thing has a relatively low density. It is no stone elemental. However, you suspect that it will be difficult to muscle through enough to cut it in half. It would require a DEX defy danger roll to line your rope up in the correct spot and a STR defy danger roll to pull it through. If you instead wish to attempt to restrain its movement, a single Dex Defy Danger would suffice, although it does have substantial range, so restraining it may not be the most useful course. What do you do?

BoT, you take the air with ease, avoiding the tendrils of garbage snaking up your legs. The thing appears to watch you, and then flings a piece of itself in your direction. A large ball of scrap metal and food waste is hurtling towards you. What do you do?

I thought volley as well, but then I see it actually has reach as the range, rather than near or far, but still uses ammo. I dunno, whatever you feel is right.

Entering the room with the others, Kray was vigorously swigging away on his newly acquired bottle, oblivious to the creatures presence for the first many long moments. Coming up for air, having already emptied half the bottle, he squinted at the monstrocity. "Woah...Thats new." He mumbled. While the quick consumption had impaired his motor skills a little, he was quite certain he wasnt drunk yet thought, so he stood there another few moments wondering if he had somehow been poisoned. Then a bit of debris whizzed past his head. Feeling the wind of its passing, he jolted into action, pulling out his shotgun again while shouting. "Wat the hell, its real?!?!"

Sizing up the creature and its composition, he pumped his shotgun until all the shells had left the chamber, then started filling it with buckshot instead. "TIme to get messy."

Not hearing any plans from the others, everyone doing their own thing, he intended to try to buy time for whatever they were doing. Firing repeatedly, he shouted at the creature, trying to draw its attention away.

Thinking quickly, Jamee aims his RAB's blaster arm down at the piece of the monster that it threw at him, hoping to vaporize it or break it apart into harmless pieces before it can harm him. He has to empty one of his charge packs (-1 Ammo, or other complication at GM fiat) but he scores a direct hit on the piece of garbage!

Damage: 1d8 ⇒ 8

Assuming he's still airborne after that DM complication, BOT attempts to secure himself to one of the awnings supporting the roof, to provide him cover from the monster's attacks.

Sona, as you sprint around the right edge of the room you are momentarily distracted at the sight of a metal ladder reaching up toward the ceiling on the wall directly opposite of your entrance. In your distraction, you don't notice a huge hand grab you, fully encasing you in garbage and squeezing. Take 1d10+1 damage and defy danger with Con to see if you can avoid further injury. Meanwhile, Kray and Rotgut, you work in unison without a word spoken between you, Kray firing high and Rotgut hitting low.

BTW I always call you Rotgut because it is easier on my phone.

The thing roars again, furious and lashes out at Rotgut, who dances nimbly to the side, well lined up for another attack. +1 forward to H&S against this thing.
