I'm leaning towards St. Louis... just because New Orleans is probably a town full of a few too many memories for Hotaru. Assuming that makes sense. :)
If it's an in character choice, she'd go with New Orleans, though. :)

Ok, got the first 3 intros up. Intro's are long and involved to type up. Image searches, deciding which villain to use, which non-villain, etc.
I'll get the rest of the intros up in both threads over the weekend. Table 1 get's theirs first, then Table 2.
BTW : In case you hadn't figured it out yet, you won't all be starting your intros in the city the game takes place in. So some of those contacts and DNPCs will have to be picked up in game.

She'd known that there would be others like her... and that there were going to be a lot more villains than heroes. That's why she'd stayed underground in the first place. Not to mention having read all the stories of what happens to specials who the government notices. But right now - this was real. Giant hole and all.
Just a note to all players. At the start of the game, none of you have met another mutant (unless it's part of your approved backstories). And there's no rumors (beyond some crack pot conspiracy theorist websites). The government had cracked down hard and kept 98% of it out of the spotlight. So no government notices. If the government finds you, you just vanish.
You can bet the jewelry store was criminals using explosives and cell phone jammers...

Yup. Hotaru doesn't know, but 'genre-savvy'. :) Look at it less as her knowing-knowing and more her believing-knowing. The stories weren't as in 'newspaper stories' but more as 'comics/television series'. You made it clear in recruitment that it was all hushed. :)
Step 1: Girl lives and breathes fantasy.
Step 2: Girl discovers superpowers.
Step 3: Couldn't be only one with superpowers, logistics suggest otherwise.
Step 4: Conspiracy theories.

This is a picture of another character I played in another setting, that I was thinking about reviving for this one. She's a 'Siren', which gives her vocal powers. The link you sent (of the sound character) was one of her 'sisters'. :P

For those following the intros, note that not all supers are created equal.
I'm sure you have twigged to the fact by now, but Whippoorwill is way out of her league at the moment... even if she had her full powers, she'd be out of her league. Something akin to Cyborg taking on Superman...

:) I'm ultimately mostly neutral. I've never been to either, which means I'd kind of prefer to do St. Louis, so Taru shouldn't 'need' to know anything. She likely still wouldn't know much, as she lived there preflood, and was relatively young. (Though, I've found that a lot of things from that time frame in my life were quite memorable. :))
So... like I said. If Taru is given the option in character, she'd likely go to LA, based on wanting to protect her home town. But if she isn't, I'd rather avoid it. :p

BTW: Whippoorwill, warn me if I'm getting too dark for the backstory... your character build seemed to lead to the natural conclusion that she did something that was one step too far, even for her, and could never undo it. Figured something like the village would be the thing that broke her... one way or the other.

@Gyrfalcon - I'd assume you went to HS in some other town, unless you prefer to be on your home turf. It has advantages and disadvantages. You're much more likely to be recognized on your home turf, and they rarely send anyone to work in their home area.
As I said, some of your character may get acquired after start (such as, for example, the South Side Muralists).

No, that's good. It had originally been a hospital. That works too. Maybe there still was a hospital, come to think about it...

Hotaru isn't going to leave the room (even if it has a door), until someone fetches her. She doesn't know where she is, or what's in there. She knows they know she's a Sparky, but she'll just hang out, making shapes with the geometric patterns on the wall til they come get her. :)
I figure we're just waiting for others to catch up, maybe? :)

Do you guys have any preference for how we handle 'group loot'? Zero Sum DKP? Shared warehouse investment? Individual buying?

I'm not sure I understand your terms but I'd say:
If someone wants something for individual use (e.g. we find a cool freeze-ray gun that I want to keep), they pay the XP for it.
If we decide that something would be useful to us as a group (e.g. a vehicle, base, shared supercomputer) we split the cost evenly. I think YES votes from at least half of us should be enough to spend points on something shared.
Is that what you were asking?
Note, since I know we have some folks who're newish to Hero Games, loot is very different from Pathfinder in that (1) looted money and new magic/tech/whatever items are a very minor part of our power, and (2) if we do find something that we want to keep, the standard in Hero Games is that you pay the points for it. As in my example above, if I decide I want a freeze-ray gun it costs me XP. That's true--and costs the same--whether (a) I captured one from a bad guy, (b) I sit in my lab and invent one, (c) I have a friend who can make them and I ask her for one, (d) I buy one on eBay, etc.

Mmhm. I gathered. It seems like a strength of the system: gear is part of who you are as a character. I wouldn't sell it short, though. I think gear, bases, and vehicles are going to be pretty awesome. ;) when I don't kill it.
I'm pretty happy with what you proposed, though I'm a little worried of what happens if someone's been saving up for something they want and we try to harvest their points (even partially) to pay for it.
Grabbing gear in exchange for xp is very much a balanced approach. :) I hadn't factored that in when I suggested dkp. It's already built in. (It's an old mmo thing, people who participate get points, and people buy things, while others sell them. Zero Sum is where people who have been waiting have a pool, and people who have been buying have a deficit, leaving new folks in the middle.)

It's a very super-hero-y way to do it (and good for balance).
I've played a fantasy campaign using the Hero rules and it felt a bit weird that our foes' magic sword and magic rings weren't exciting to capture...but for a Supers game it makes a ton of sense.
In terms of harvesting XP someone was saving for something else, I think the thing to do is either (a) agree on how to split our XP (e.g. for every 5 we get, 1 goes to a group pool) or to (b) have "special assessments" from time to time, where we decide by consensus to put our next N XP into team gear. If we go with (a) I don't know what the right ratio would be and am *very* open to suggestions (from mdt or from anyone who's done this before).
(And Hotaru, cool, now I know a new bit of MMO jargon!) ;-)

Speaking of 'Mind feels strange', is it possible to design a counterattack or mental defense for Hotaru regarding her mind being encrypted/sending back heaps of signals?
Not particularly that I want it, I'm just curious if that's difficult to build. :)

While I'm not the GM and thus can't answer you on that, Violet's observation is based on the fact that EM energy has been scientifically proven to mess with the Human mind's ability to think properly.
Concentrated in the right places, it can even induce hallucinations. Theoretically you should shut someone's higher brain functions off with it if you did it right.
Ergo, your brain doesn't act the way Violet is used to - it feels "Weird."
